Duties

As one of the 13 principal federal statistical agencies, NCSES follows guiding principles and practices that ensure it provides accurate, timely, relevant, and objective information for public and policy use.

As a Survey Statistician, you will perform the following duties:

  • Evaluate data resulting from the application of mathematical statistical tools, models, methods and techniques. Work with developers, editors, and graphics specialists to devise effective ways to communicate findings.
  • Apply mathematical statistical techniques in order to conduct new surveys or to improve the validity, quality, or other characteristics of assigned programs and projects.
  • Working with Program Director or specialized NCSES staff, serves as consulting mathematical statistician on survey and survey redesign teams.
  • Formulate recommendations to develop or improve statistical surveys and analyses and to enhance existing data and implements those recommendations.
  • Create programs using standard statistical languages, such as SAS or R, to run sophisticated analyses based on principles and techniques, drawn from the fields of statistics, economics, and other relevant social science disciplines to analyze large or complex data, such as weighted survey data, longitudinal data series, statistical hypothesis testing, data visualizations and more.
  • Perform mathematical review of processes or procedures for statistical validity or efficiency.
  • Represent NCSES and NSF in areas of assigned responsibilities at professional meetings, conferences, and visits to industrial, academic, federal, or non-profit organizations.
  • Maintain state-of-the-art scientific knowledge of statistical, economic, and/or social science methods, serving as a resource in the assigned area and in related methodological developments, such as the use of novel statistical analysis techniques, linked data sets, and multivariate data analysis.

Qualifications

Basic Education Requirements

GS-1530 (Statistics):

  1. Degree that included 15 semester hours in statistics (or in mathematics and statistics, provided at least 6 semester hours were in statistics), and 9 additional semester hours in one or more of the following: physical or biological sciences, medicine, education, or engineering; or in the social sciences including demography, history, economics, social welfare, geography, international relations, social or cultural anthropology, health sociology, political science, public administration, psychology, etc. OR
  2. Combination of education and experience -- courses as shown above, plus appropriate experience or additional education. The experience should have included a full range of professional statistical work such as (a) sampling, (b) collecting, computing, and analyzing statistical data, and (c) applying statistical techniques such as measurement of central tendency, dispersion, skewness, sampling error, simple and multiple correlation, analysis of variance, and tests of significance.

In addition to meeting the basic education and/or experience requirements described above, you must also meet the following specialized experience.

For the GS-11 level, you must have one year of specialized experience equivalent to the GS-09 level in the Federal service applying mathematical statistical theories to execute statistical and survey projects. Examples of specialized experience at this level include: Assisting in planning and implementing ongoing statistical methodology and statistical surveys; participating in developing methods for analyzing and publicizing data; recommending proposals for modifying survey, analysis, publication, and communication techniques; conducting review of data reports and statistical summaries.
OR
3 years of progressively higher level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree.
OR
a combination of graduate level education beyond the first 2 years of progressively higher graduate study and appropriate specialized experience that together meet the qualification requirements of this position.

For the GS-12 level, you must have one year of specialized experience equivalent to the GS-11 level in the Federal service planning and implementing ongoing statistical methodology and statistical surveys; developing methods for analyzing and publicizing data. Examples of specialized experience at this level include: analyzing, organizing, managing, and interpreting statistical data and complex datasets; analyzing, designing, and developing data visualizations, data mining and optimization tools and technologies in a variety of business functions. Preparing reports, presentations, outreach materials, and briefings that convey findings to management and various stakeholders.

For the GS-13 level, you must have one year of specialized experience equivalent to the GS-12 level in the Federal service leading the technical development and completion of ongoing statistical and survey projects. Examples of specialized experience at this level include running a team that organizes and stores a wide variety of complex datasets with associated documentation and metadata used by multiple researchers; overseeing the development and deployment of tools and technologies required to support statistical research objectives; reviewing and editing technical and administrative products of a statistical or survey organization to ensure they meet proscribed quality standards before release.

Experience refers to paid/unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) & other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, & skills & can provide valuable training/experience that translates directly to paid work. You will receive credit for all qualifying experience, including volunteer experience.

Education

You must meet the minimum education requirements as described in "Qualifications." You must provide TRANSCRIPTS verifying that this basic requirement is met.

If qualifying based on education, you must submit TRANSCRIPTS (unofficial copies are acceptable) or a DIPLOMA that verifies that the requirement is met.
