The Website Director serves a critical public affairs role as the senior creator and organizer of the agency homepage as well as the most consumer-facing, nationally- and internationally-important, and sometimes sensitive webpages. The incumbent is responsible for bringing to life the website messaging of the Chairperson of the FCC. Nearly every major policy announcement by the Chairperson of the agency has a website component including but not limited to graphic design for the website and/or other online messaging tools (e.g. social media, videos) and organizing online content including press releases, leadership statements, and agency regulations.

The Website Director reports to the leadership of the Office of Media Relations because of the high-profile nature for FCC policy proposal and actions, and because major national policy announcements nearly always have critical website components. The leadership of the Office of Media Relations works directly with the Office of the Chairperson on every major policy announcement and thus the close coordination between these team members is critical to successful announcements, public and stakeholder engagement, and successfully meeting short timelines on shifting priorities.

Maintains the Office of Media Relations (OMR) suite of web pages, content for the Chairwoman's and Commissioner's web pages; and the web-page suites for Bureaus/Offices that do not have dedicated web staff, or for those with limited web staff. Responsible for managing all elements of the FCC Home Page, including Headlines, Featured box, Access Now, Leadership, site-wide alert banners, main menu, and footer, and integration of Chair/Commissioner/staff and related content and photos into the FCC website structure, and archive former Chair/Commissioner content. Create and manage high-level pages for specialized FCC policy topics, track usage statistics, and ensure organizational information, such as visiting the FCC, is kept up to date. The Website Director is expected to help create graphic materials in coordination with Office of Media Relations spokespeople, social media specialists, and audio/video staff.

Responsible for maintaining content for FCC Initiatives; podcasts; Notes from the FCC and Chairwoman; monthly Open Commission Meeting and other events; Transaction Team mergers and timelines; Federal Advisory Committees and Task Forces; and FCC Forms; as well as pages for FCC management topics including the workload dashboard, budgets, strategic plans, employment, new employee orientation, internships, programs oversight, federal government shutdowns, organizational charts, and FCC user sign-in for applications access.

Uses Electronic Document Management System (EDOCS)/Drupal integration for release-handling tasks including grouping, custom labels, shell headlines, pinned headlines, non-EDOCS headlines, related content links, re-import, cache clear, social media image card metadata, redirects, aliases, taxonomy, and tags. Coordinates posting and associated web support for all public notices, news releases, statements and other documents related to monthly Open Commission meetings, Sunshine Notices, Tentative Agendas and Notes.

Manages event live streams on YouTube and FCC.GOV; maintains an internal schedule of upcoming live streamed events; creates event pages or notifies the appropriate Bureau/Office webmaster that an event page is needed; and schedules live streams on the FCC’s YouTube Channel. Responsible for ensuring accessibility of FCC content, working with the FCC's on-line captioning provider administration calendar to get live captioning widgets to embed on the FCC Live page. Maintains the FCC Live page to always reflect FCC's dynamic live events schedule before, during and after live events.

Conducts periodic testing and day-of testing with Commission Meeting Room Staff of connections between the physical streaming equipment/software and the FCC YouTube channel and the FCC.GOV website. Starts and monitors live streams in the YouTube live stream administration interface, on the FCC Live page, and on the closed-circuit TV feed. Wraps up live streams and captures stream analytics in the YouTube live stream administration interface, on the FCC Live page, and on event pages. Posts recorded live stream and associated closed caption files to YouTube and event pages, and notifies OMR and event stakeholders.

Applicants must meet eligibility and qualification requirements by the closing date of this announcement.  Current Federal employees asking to be considered under Merit Promotion procedures must meet time-in-grade requirements by the closing date of this announcement.  

Candidates must meet all of the specialized experience requirements outlined below in order to be deemed as qualified. 

Specialized Experience

GS-15

In order to be deemed as qualified candidates must have one year of specialized experience which is equivalent to the GS-14 grade level in the Federal service. Specialized experience is defined as follows:

1. Experience creating and maintaining website content on public facing websites.
2. Experience organizing website content including high visibility public materials.
3. Experience publishing high level, highly visible, policy announcements/statements in direct coordination with public affairs teams.
4. Experience using graphic design tools including Adobe Creative Cloud and such tools as InDesign or Canva.
5. Experience creating, editing and formatting images for social media posts, profiles, covers, and other elements of website platforms including Facebook, X, Instagram, YouTube and LinkedIn.
6. Experience troubleshooting website complications, abnormalities and adjusting to tight timelines to meet the mission of the organization.
7. Experience leading and designing digital systems, products, and platforms for the purpose of digital engagement, including development of digital strategies.
8. Experience participating and understanding modern methods of performance based usability test cases and testing methods to include facilitating effective meetings with stakeholders.
9. Experience creating user friendly online experiences for consumers.

You will be evaluated for this position on the following Knowledge, Skills, Abilities and Other characteristics (KSAOs):

  • Expertise and mastery in using multiple programs, systems, platforms, applications, and software tools.
  • Requires technical skills and expertise in: 1) HTML markup and Cascading Style Sheets (CSS) to create and format accessible and responsive web pages using design elements including data tables, breakpoints, inset boxes, columns, floating boxes, footnotes, banners, text effects, alt-tags, color contrast, metadata, and mouseover effects; 2) Creating and editing bitmap images, vector-based graphics, prototypes, and comp sheets; 3) Employing typography and color theory to enhance usability and accessibility in web page design; 4) User Experience (UX), User Interface (UI), and visual design principles and practices; 5) Developing responsive, mobile-first web page design for proper display of content on all devices; 6) Copywriting as interface design: use composition and balanced layout for browsable content and search engine optimization; 7) Basic understanding of analytics/metrics gathering, analysis, and reporting; 8) Knowledge of copyright, trademark and digital rights practices for online content; and 9) Working knowledge of website cybersecurity vulnerabilities and standard practices.
  • Ability to support Social Media outreach including creating, editing, and formatting images for social media posts, profiles, covers, and other elements of FCC platforms including Facebook, X, Instagram, YouTube, and LinkedIn; producing and uploading "Card" images and associating those images with FCC web pages through inclusion in web page metadata; and collaborating on writing FCC's social media policies on comment moderation, privacy, security, and data sharing.

As this position is being advertised under DEU and Merit Promotion hiring procedures, applicants will be rated on the extent and quality of experience and education relevant to the duties of the position using the hiring procedures outlined below.

How You Will Be Evaluated-DEU Hiring Procedures

The FCC determines the BEST QUALIFIED CANDIDATES based on the major job related competencies and evaluation of your knowledge, skills, and abilities reflected in your application and supporting documents using the CATEGORY RATING PROCESS. Time in grade restrictions do not apply to DEU hiring procedures.

All eligible applicants under Delegated Examining (DEU) will be placed in one of the following three categories:

1. Highly Qualified (Score 90-100) - the applicants possessing a background that demonstrates a superior level of major job related competencies and possession of all evaluation criteria;

2. Fully Qualified (Score 80-89) - the applicants possessing a background that demonstrates a satisfactory level of major job related competencies and possession of the evaluation criteria; and

3. Minimally Qualified (Score of 70-79)- the applicants possessing only the specialized experience described in the vacancy announcement. An automated score is administered based on the on-line application process used.

Eligible applicants will receive a numerical rating based on their responses to the job specific questions for this position. Application of Veterans Preference: The category rating process does not add veterans' preference points or apply the "rule of three" but protects the rights of veterans by placing them ahead of non-preference eligibles within each category. Preference eligibles who meet the minimum qualification requirements and who have compensable service-connected disability at least 10 percent MUST be listed in the highest quality category, except when the position being filled is scientific or professional at the GS-9 grade level or higher.

A selecting official may make selection from the highest quality category ("HIGHLY QUALIFIED") provided no preference eligible in that category is passed over to select a non-preference eligible in the same category. Qualified disabled veterans (30% disabled veterans and at least 10% disabled veterans) who meet the qualification criteria float to the top of the Highly Qualified category and by law must be referred over non-veterans. Merit Promotion Procedures

Applicants under Merit Promotion will be considered in accordance with the agency's merit promotion plan and union agreement. Time in grade restrictions apply.

Under Merit Promotion procedures, applicants must meet the qualifications criteria and receive a score of 90 or above in order to be deemed as BEST QUALIFIED.  Candidates who ask to be considered non-competitively only have to receive a score of 70.
