The incumbent serves as Supervisory Program Officer, in one of the Office of Integrated Marketing (OIM) divisions, Office of Customer and Stakeholder Engagement (QC), Federal Acquisition Service (FAS), General Services Administration (GSA).

Location of position: This is a virtual position that can be filled at any location.

Help

  • Leads strategic workforce development through building a future-focused vision by identifying emerging roles and skill sets vital for a modern marketing and communications organization. Develops a robust framework for continuous learning and upskilling, ensuring that the workforce remains adaptive, data-driven, tech-savvy, and customer-centric.
  • Provides strategic guidance and overall direction for analytical efforts with a view of improving operational performance and enhancing service quality.
  • Directs, coordinates, and oversees  the activities of the marketing and communication staff in implementing the objectives of the  Division. Sets objectives for the Division  on an annual or longer basis.
  • Identifies best practices in digital and traditional marketing and customer engagement.
  • Leads consistent, efficient, and effective standards of marketing communication strategies and tactics.
  • Develops and implements messages, tactics, selects appropriate communication channels, and applies a wide range of qualitative and/or  quantitative methods to evaluate efforts for effectiveness.
  • Utilizes extensive knowledge of marketing automation systems, customer relationship management systems (CRM), and business intelligence (BI) capabilities within GSA and introduces emerging marketing automation and BI principles, which impact the GSA Enterprise.
  • Leads technology-powered insights and automation through the integration of new technology tools into current customer platforms.
  • Applies a wide range of qualitative and/or quantitative methods to assess and improve marketing communications effectiveness and/or complex management processes, projects and systems.
  • Assists with business and technical requirements to participate in the acquisition life cycle for contracts in the Office of Integrated Marketing.
  • Leads interdepartmental synergy for holistic growth.  Establishes a cross-departmental task force aiming for consistent customer experience enhancement. Promotes the sharing of insights and best practices across different business units, ensuring that the customer's voice influences every aspect of the organization's operations and strategy.
  • Builds, strengthens and maintains customer relationships. Assesses customer satisfaction trends with GSA FAS services and where necessary, implements corrective actions.

The GS-15 salary range starts at $136,908.00 per year.  

If you are a new federal employee, your starting salary will likely be set at the Step 1 of the grade for which you are selected.

To qualify, you must have at least one year of specialized experience equivalent to the GS-14 level or higher in the Federal service. 

Specialized Experience:

Specialized experience is defined as directing and supervising a team of employees performing the development and execution of marketing strategic plans, campaigns, and business systems development. Such experience must include:

  • Leading and advising on marketing and targeting approaches.
  • Objective setting and strategy development.
  • Digital marketing and engagement.
  • Interpreting, developing, and implementing policy for marketing and marketing automation systems development.
  • Applying analytical and evaluative methods to measure program performance.
  • Assigning workload and evaluating performance on programs and projects.
  • Communicating with team members, internal and external stakeholders.

  • Ability to envision the future needs of the Division, foster a culture of continuous learning, and lead transformative initiatives.
  • Mastery in advising on policies and program initiatives, approves major training initiatives for subordinates, authorizes overtime and employee travel, promotes team building, and significantly improves business practices.
  • Knowledge of digital marketing and engagement to lead and advise on marketing and targeting approaches.
  • Ability to lead and execute marketing and communication strategies across multiple channels.
  • Knowledge of using marketing automation to develop and optimize marketing strategy.
  • Expert experience using marketing automation systems, customer relationship management systems, and business intelligence systems within GSA.
  • Expert ability to use analytical skills and vision to solve business problems.
  • Knowledge of contracting principles, methods and regulations to provide technical guidance to agency contracting officers.
  • Expert knowledge and insight into organizational structures, inter-departmental dynamics, and collaborative tools.
  • Expert skill in oral communications to present recommendations to stakeholders.
