Summary

As a Program Support Specialist, you are a resource for management and will analyze and communicate fleet data to meet regulations and mission needs for the scope of the organization.

Location of position: Federal Acquisition Service (FAS) - GSA Office of Fleet Management, Zonal Operations, Zonal Vital Records Center (ZVRC)

The selectee will report onsite to the duty location in Kansas City, MO.

Help

As a Program Support Specialist, you will serve as a liaison to management. The incumbent has direct involvement in confidential administrative management issues, decision-making, meetings, discussions, telephone calls, projects, carrying out all policy work related to the scope of the organization.

Major duties include, but are not limited to the following:

  • Coordinates and performs basic assignments pertaining to correspondence management, records management, leave administration, and communication.
  • Organizes and maintains the office filing system, including digitizing documents for digital filing, procures and manages supplies and equipment inventory, and performs other tasks necessary to meet office support needs.
  • Creates and maintains a tracking system for all correspondence coming in and out of the program office.
  • Scans a high volume of documents and enters and maintains data, pertaining to scanned documents into automated systems or databases.
  • Assists in conducting analytical studies that are related to the programs, activities, and operations of the organization.
  • Prepares a variety of correspondence and other written material in connection with assigned programs and activities.
  • Maintains the office filing system, procures supplies and equipment, and performs other tasks necessary to meet office support needs.
  • Collaborating with multiple stakeholders to ensure delivery and adequacy of organization services.
  • Collects, organizes, and prepares a wide variety of administrative forms, reports, and documentation.
  • Prepares information for briefings or presentations for higher level management to explain analysis of the subject matter involved, as well as provides recommendations or action plans, and provides guidance and/or direction for implementation.

The GS-07 salary range starts at $47,369.00 per year.  If you are a new federal employee, your starting salary will likely be set at the Step 1 of the grade for which you are selected.  

To qualify at the GS-07, you must possess one of the following:

One year of specialized experience equivalent to the GS-05 level or higher in the Federal service. Specialized experience is experience assisting with routine assignments pertaining to an individual/established customer. This experience must have included: Use of automated systems to gather, format and analyze various program, management and/or organizational information; assisting with identifying individual/assigned customers requirements; answering fleet customer/clients limited range of routine inquiries; inputting and/or maintaining data in an automated system.

OR

Completed at least one full year of graduate level education (18 semester hours or the equivalent).

OR

Superior Academic Achievement (SAA) at the baccalaureate level is fully qualifying at the GS-7 level.  To claim SAA, submit documentation of one of the following:

1.      Class standing -- You must be in the upper third of your graduating class in the college, university, or major subdivision, such as the College of Liberal Arts or the School of Business Administration, based on completed courses.

2.      Grade-point average (rounded to one decimal point) of:

    1. 3.0 or higher out of a possible 4.0 ("B" or better) as recorded on your official transcript, or as computed based on 4 years of education, or as computed based on courses completed during the final 2 years of your curriculum; or
    2. 3.5 or higher out of a possible 4.0 ("B+" or better) based on the average of the required courses completed in your major field or the required courses in your major field completed during your final 2 years of the curriculum.

3.      Election to membership in a national scholastic honor society in one of the national scholastic honor societies listed by the Association of College Honor Societies.

OR

A combination of graduate level education and appropriate specialized experience that together meet the qualification requirements of this position.

The GS-09 salary range starts at $57,941.00 per year.  If you are a new federal employee, your starting salary will likely be set at the Step 1 of the grade for which you are selected.  

To qualify at the GS-09, you must possess one of the following:

One year of specialized experience equivalent to the GS-07 level or higher in the Federal service. Specialized experience must have included:

  • Provides administrative operating processes for the organization.
  • Provides customer service to a wide array of internal and external customers.
  • Utilizes computer systems, programs and databases for automated data input and monitoring.
  • Utilizes spreadsheet, document, and presentation software to develop reports and presentations.
  • Creates and maintains tracking systems for all incoming/outgoing correspondence.
  • Maintains, scans, and organizes digital and paper filing systems.

OR

A master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related.

OR

A combination of graduate level education and appropriate experience that together meet the qualification requirements of this position.

Bargaining Unit Status: This position is eligible for the bargaining unit.

If you are selected at a grade lower than the full performance level, you may be promoted up to that grade level without having to re-apply or compete against other applicants.

Relocation-related expenses are not approved and will be your responsibility.

How you will be evaluated

You will be evaluated for this job based on how well you meet the qualifications above.

  • Knowledge of basic principles, concepts, and methodology of a professional or administrative occupation, and skill in applying this knowledge in carrying out elementary assignments, operations, or procedures.
  • Knowledge of Microsoft office suite and/or Google suite, scanning, filing systems inventory management, and data integrity.
  • Ability to obtain, compile, analyze, and summarize information and quantitative data.
  • Using automated systems to gather, format and analyze various program, management and/or organizational information.
  • Ability to work independently on routine or continuing assignments.
  • Skill in using analytical techniques including the ability to gather, compile, analyze, draw conclusions and prepare reports, and provide recommendations based on results of analysis to resolve issues or problems.
  • Ability to prepare correspondence, reports, statistical charts, presentations, etc., using computer.
  • Knowledge of commonly used program/administrative analytical practices, procedures, regulations, precedents, policies, and guides that specifically pertain to the work assigned.
  • Skill in using software packages (i.e., word, power-point, excel and other commonly used programs).
  • Ability to communicate effectively both orally and in writing with management and co-workers, including management officials, client organizations.
