Duties

Help
  • You will serve as an Information Technology Specialist working as an IT Auditor in the Office of Inspector General, Office of Audits, Information Technology (IT) Division.
  • As a member of the IT Division, typical duties will include: Using research and writing skills to assist in the development of annual IT audit project proposals.
  • Participating in the planning and performance of comprehensive IT audits, evaluations, and special inquiries of the Department and USAGM organizational entities located domestically, or overseas.
  • Analyzing and reviews IT policies and procedures and provides input and recommendations for necessary corrective action to comply with applicable standards.
  • Using verbal and written skills to develop, review, and communicate audit findings and reports to internal and external leadership.
  • Participating in the review of documentation demonstrating corrective action to assist with the determination of recommendation closures.

Qualifications

Applicants must meet all the required qualification requirements described below by the closing date of this announcement. If you are qualifying based on education OR if there are mandatory education requirements listed below, you MUST submit a copy of your college transcript with your application. NOTE: Applicants must meet time-in-grade and time after competitive appointment requirements, by the closing date of this announcement.

Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F.

Time-In-Grade Documentation: If you are applying for a higher grade and your SF-50 has an effective date within the past year, it may not clearly demonstrate you meet the 1-year time-in-grade requirement so you will need to provide an SF-50 which clearly demonstrates you meet the time-in-grade requirements (examples of appropriate SF-50s include Promotions, Within-grade Grade/Range Increases, and SF-50s with an effective date more than one year old).

All applicants MUST meet one of the basic qualification requirements described below for this position:

BASIC QUALIFICATION REQUIREMENTS:

1. Degree: auditing; or a degree in a related field such as business administration, finance, public administration or accounting.  (OIG will also consider degrees in: economics, public policy, international relations, international affairs or political science)

or

2. Combination of education and experience: at least 4 years of experience in Performance Auditing, or an equivalent combination of performance auditing experience, college-level education, and training that provided professional auditing knowledge. The applicant's background must also include one of the following:

    1. A certificate as a Certified Internal Auditor or a Certified Public Accountant, obtained through written examination; or
    2. Completion of the requirements for a degree that included substantial course work in auditing or accounting, e.g., 15 semester hours.

Specialized Experience Requirements:

FOR GS-12 Applicants - IN ADDITION to meeting one of the basic qualifications requirements listed above, the applicant MUST have at least one year of specialized experience that has equipped them with the particular knowledge, skills, and abilities to successfully perform the duties of the position. This experience is related to the work of the position and equivalent to at least the GS-11 level in the Federal service. Qualifying specialized experience must demonstrate the following:

  • Develop basic IT audit programs that clearly define scope and steps to accomplish project objectives in accordance with Government Auditing Standards;
  • Prepare segments of draft and final performance audits reports; and presenting finding and justifying recommendations in meeting or conferences;
  • Interpreting and applying pertinent laws, regulations, policies, and procedures relevant to specific audit. 

Note: All applicants MUST submit transcripts as verification of educational requirement OR a certificate as a Certified Public Accountant or a Certified Internal Auditor, obtained through written examination OR panel recommendation that includes all the requirements as described under Combination of Education and Experience #2 above by the closing date of this announcement. If you have a Master’s level degree (or higher) it is a good idea to include transcripts from both your Bachelor’s program and your higher-level programs. If you fail to provide requested information, or the information you submit is insufficient to verify your eligibility, you WILL lose consideration for this position. 

For GS-13 Applicants - IN ADDITION to meeting one of the basic qualifications requirements listed above, the applicant MUST have at least one year of specialized experience that has equipped them with the particular knowledge, skills, and abilities to successfully perform the duties of the position. This experience is related to the work of the position and equivalent to at least the GS-12 level in the Federal service. Qualifying specialized experience must demonstrate the following:

  • Independently developing and implementing complex IT audit plans and programs that clearly defines scope and steps to accomplish project objectives in accordance with Government Auditing Standards.
  • Planning, coordinating, and conducting performance audits; preparing reports on work processes and programs in accordance with Government Auditing Standards.
  • Developing methods to isolate and identify conditions affecting mission capability, susceptibility to fraud, and the potential for increased efficiency.
  • Preparing draft and final performance audit reports; and presenting in meetings or conferences findings and justifying recommendations that accurately report condition, criteria, cause, and effect and proposes viable recommendations for corrective actions, as applicable.
