Summary

This position will serve as the Director of Budget, Finance, and Travel (Budget Officer) and reports directly to the Deputy Executive Director.

This position is located in the Office of Inspector General (OIG), which has statutory oversight responsibility covering the Department of State and the United States Agency for Global Media (USAGM). OIG has the duties, responsibilities, and the powers and authorities of inspectors general under the Inspector General Act of 1978 (IG Act).

The Office of Inspector General is responsible for conducting audits, investigations, inspections and other activities of the programs and operations of the Department of State and United States Agency for Global Media (USAGM) and recommending polices that promote economy and efficiency in the administration and prevent and detect fraud and abuse.

The Executive Office of the Inspector General provides comprehensive management and administrative support services to the OIG. Services include strategic planning, internal controls and compliance (including OIG's Management Information System (MIS)), budget, personnel management, information technology management, workforce planning, reports and publications, general support, contract and procurement services, and security.

This position is responsible for supervising both the Budget and Travel staff and performs supervisory duties. The incumbent will provide leadership over and administer the OIG's internal planning, budgeting, and accounting functions and (1) performs a wide variety of administrative and analytical duties related to budget formulations, justification, presentation, execution, reviewing, analyzing, and interpreting legislation, appropriations language, OMB directives, and other Department and Federal guidelines pertaining to budget;(2) establishes and applies accounting theories, concepts, principles, and standards; (3) ensures financial systems, operations, internal controls and reports meet the requirements of law, reviews, and interprets federal legislation, rules, standards, and regulations;(4) responds to Congressional, OMB, IG Peer Review and other oversight reports, determine corrective action and ensures corrective actions are responsible for the review, justification, and presentation of the budgets for the program offices; (5) provides authoritative interpretations of Congressional legislation and OMB policies and procedures; (6) ensures that the budget is effectively managed and provides information enabling leadership to make the best possible funding decisions to carry out its mission; (7) ensures appropriate funds controls and economic surveillance over internal and external actions, revisions of plans when major unforeseen events occur; (8) evaluates the progress in execution of the master plan, program objectives, and utilization of funds; (9) develops internal methods, procedures and controls to ensure adequate funds control and effective execution of appropriations are made available; (10) develops policy to support higher echelon planning documents and directives, and formulates instructions for implementation; and (11) prepares and presents special studies and briefings for the purpose of presenting plans or furnishing and securing funds.

Time-In-Grade Requirements:  Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions contained in 5CFR 300, Subpart F.

Applicants must meet all the required qualification requirements and any selective placement factors described below within 60 days of the closing date of this announcement.

Time-In-Grade Documentation: If you are applying for a higher grade and your SF-50 has an effective date within the past year, it may not clearly demonstrate you meet the 1-year time-in-grade requirement so you will need to provide an SF-50 which clearly demonstrates you meet the time-in-grade requirements (examples of appropriate SF-50s include Promotions, Within-grade Grade/Range Increases, and SF-50s with an effective date more than one year old).

Applicants must have 1 year of specialized experience equivalent to the GS-14 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position.

Qualifying specialized experience must demonstrate the following:

  • Experience in leading development of methods and procedures to perform budgetary accounting and control functions, including advising leadership on alternative methods and presenting recommendations for improvement as appropriate and assisting others in performing timely and accurate accounting and budget control responsibilities.
  • Experience in performing supervisory and management duties pertaining to assigning work, evaluating performance, recruiting for vacancies, recommending promotions and awards, taking disciplinary action and resolving grievances.
  • Experience in using general policies and regulations and effectively analyzing emerging and final legislation, financial management data, and standard operating procedures that relate to resource management, budget requirements, and travel guidelines to help meet organizational goals.
  • Experience with travel regulations, policies, and interagency support to serve in an advisory capacity of direct staff on items such as preparation of travel orders, authorization of individual travel advances, reviews of individual travel vouchers, assistance in obtaining passports and visas and in returning unused airline tickets.
  • Experience in performing complex budget development, formulation and/or execution functions to develop time phasing budget plans, review and adjust long-range budgetary requirements, which assure conformance with established agency policy, OMB and Congressional intent and makes most efficient and effective use of resources and expenditures.

There is no substitute of education for specialized experience for the GS-15 position.
