Summary

Conducts analysis on a range of complex foreign affairs subjects using knowledge of data analytics, statistical, and programming techniques.
Collects, organizes, analyzes and interprets data sets, which may include classified and unclassified information, into clear, actionable products for non-technical audiences including Bureau leadership.
Collaborates with business owners and stakeholders to identify new initiatives by gathering requirements, recommending analytical methodologies, leveraging existing data collection and analytics.
Provides technical expertise, leadership, and support to Bureau, Department and interagency interlocutors to ensure maximum achievement of product and program objectives.
Must be able to obtain and maintain a Top Secret security clearance.

Qualifications

BASIC REQUIREMENTS: Have an undergraduate or graduate degree from an accredited college or university in mathematics, statistics, computer science, data science or field directly related to the position. The degree must be in a major field of study (at least at the baccalaureate level) that is appropriate for the position; OR Have a combination of education and experience: Courses equivalent to a major field of study (30 semester hours) as shown above, plus additional education or appropriate experience.

IN ADDITION to the basic requirements, this position requires one year of specialized experience equivalent to at least the GS-12 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position. Qualifying specialized experience must demonstrate the following:
-Experience collaborating with colleagues, customers, and stakeholders to gain insight and gather data on business requirements in order to make recommendations to improve processes impacting data quality, analyses, and overall user experience;
-Experience conducting analyses using software and/or programming languages such as R, Python, SQL, or SAS to explore/group data, test hypotheses, predict outcomes, and inform decisions in real-world processes; AND
-Experience translating complex concepts, findings, limitations, and recommendations of improvements into easy-to-understand products or data visualizations (e.g. Tableau, Power BI, ArcGIS).
