Location of Position: General Services Administration (GSA), Federal Acquisition Service, Technology Transformation Service (TTS), Office of Solutions, Login.gov Division, Operations Branch.

Duties

Help

  • Provides technical expertise in strategic planning and problem-solving for highly complex issues impacting interagency operations, agreements, and other initiatives with customer agencies. Monitors progress, productivity and technical aspects of such activities to ensure Login.gov meets their deliverable deadlines and milestones.
  • Conducts complex analytical studies of special interest to specific functional activities or program segments and participates in unusual, controversial, and sometimes highly sensitive aspects of Login.gov program activities.
  • Prepares and/or conducts briefings for higher level management to explain specific quantitative and/or qualitative analyses of a variety of subject matter (e.g., issues related to budgeting, contracts, compliance, et al), provide findings/recommendations or action plans, and provide guidance and/or directions for implementation.
  • Provides Login.gov with a long-term finance and/or agreements strategy and processes complex, ad hoc, or unusual interagency agreement, memorandum of understanding, and similar organizational operations information and administrative requests.  
  • Researches, reviews, assesses, interprets, and/or addresses variations between branch, division, and/or GSA or other federal agency processes and requirements to identify and propose workarounds, resolve issues, and/or improve management and program processes, procedures, and other administrative functions.
  • Works with Login.gov and the GSA Offices of Finance, General Counsel, and IT to ensure contracts/agreements and similar instruments comply with applicable guidelines (e.g., laws, regulations, financial policy guidance).

  • Participate in the Continuity of Operations Plan (COOP), which includes attending meetings and planning activities; and carrying out mission-critical work at a designated location other than your primary work site (which may be outside of your commuting area).

The  GS-13 salary range starts at $98,496per year.  If you are a new federal employee, your starting salary will likely be set at the Step 1 of the grade for which you are selected.  

To qualify, you must have at least one year of specialized experience equivalent to the  GS-12 level or higher in the Federal service. Specialized experience is defined as:

  • Formulating and monitoring the execution of a program budget to ensure compliance with finance agreements;
  • Analyzing and measuring the effectiveness, efficiency and productivity of administrative or technical programs to ensure program goals or objectives;
  • Overseeing workforce and other related studies to identify potential problem areas;
  • Coordinating and analyzing findings and making recommendations on substantive programs to leadership for program operations;
  • Identifying or developing metrics to measure success of initiatives and using quantitative and qualitative data to determine trends and progress of programs;
  • Providing Business Units with a long-term financial strategy

How you will be evaluated

You will be evaluated for this job based on how well you meet the qualifications above.

  • Knowledge of agency organization, programs, mission, and functions to apply analytical and evaluative methods to issues concerning the efficiency and effectiveness of management and program operations, functions, and initiatives.
  • Skill in interpersonal relations and written and oral communications sufficient to explain and negotiate requirements and/or implementation of management and program initiatives and related ability to present findings, conduct, and participate in formal meeting settings.
  • Familiarity with federal appropriations and funding/budgeting guidelines (e.g., regulations, policies, requirements, limitations) and processes as well as federal billing operations to assist with annual budget formulation and execution of both reimbursable and appropriated programs and apply appropriations and funding guidelines when preparing and reviewing agreements to confirm funding provided is available for the period of performance and type of service provided.
  • Ability to identify problem areas, conduct extensive research, evaluate complex technical data, and make decisions or recommendations to management and other stakeholders.
  • Knowledge and understanding of multiple/various funding sources for program, program segments, and related authorities, including appropriated and revolving funds as well as reimbursable federal funding available for and essential to agreements and associated processes, to support a wide range of uniquely funded programs within the program office.
