The mission of the RISE is to support novel, complex, or partnership projects in both research and education. These investments cut across traditional boundaries within the geosciences, encouraging interdisciplinary activities and responding directly to critical needs of the entire geoscience community. RISE's principal goals are to develop innovative means to initiate and support geoscience education, attract underrepresented groups to careers in the geosciences, foster the interchange of scientific information nationally and internationally, and join with other parts of NSF in major integrative research and education efforts. The division makes strategic investments in multidisciplinary research areas, international activities, as well as education, diversity, and human resource development activities. The results of RISE investments will ensure that the United States has a well-educated and diverse workforce in the geosciences and in related technical fields such as resource exploration.
The Deputy Division Director partners with the Division Director in the management of division activities and in providing broad scientific expertise across RISE programs. Responsibilities include: assistance in program planning and direction; participation in budget preparation and defense; provision of scientific expertise across the range of division activities; representation of the division's programs and interest to senior officials in the government, academic and industrial sectors; coordination of division activities with other NSF organizations; assisting the Division Director, Assistant Director, and Deputy Assistant Director on policy and technical level issues, initiatives, and other matters pertaining to RISE investments. In the absence of the Division Director the Deputy assumes the responsibilities of that position, coordinating activities with the Assistant Director and Deputy Assistant Director.
The successful candidate will possess an established record of significant achievement in research administration as well as leadership responsibility in academe, industry, or government. In addition to having a strong record of professional accomplishments, the successful candidate must be experienced and competent in technical, financial, and administrative management. The successful candidate must work well with people, be an effective communicator, and act as a mentor to continuously develop the diversity of talent and skills of colleagues at all levels.

Qualifications
EXECUTIVE CORE QUALIFICATIONS (ECQs): Unless you are currently under a career SES appointment, are eligible for reinstatement into SES, or have successfully completed a SES Candidate Development Program approved by OPM, you must submit written statements (narrative format) describing accomplishments that would satisfy the ECQs. 3. Results-Driven Leadership. This core qualification involves the ability to meet organizational goals and customer expectations. Inherent in this ECQ is the ability to make decisions that produce high-quality results by applying technical knowledge, analyzing problems, and calculating risks.
4. Business Acumen. This core qualification involves the ability to manage human, financial, and information resources strategically.
5. Building Coalitions. This core qualification involves the ability to build coalitions internally and with other Federal agencies, State and local governments, non-profit and private sector organizations, foreign governments, or international organizations to achieve common goals.
MANDATORY TECHNICAL QUALIFICATIONS (MTQs): All applicants must submit written statements (narrative format) of accomplishments that would satisfy the MTQs for this vacancy. You must address each MTQ qualification separately.

1. Substantial service to the geosciences research community as evidenced by innovative leadership in research administration, broadening participation, and professional leadership and awards.
2. Skill in balancing complex and diverse program demands and available resources to recommend the direction of research support in response to major advances or changing needs of science and engineering research and technology.
3. Broad understanding of institutions where research is conducted, including knowledge of current research capabilities and policy issues related to the needs of the academic and industrial research communities.
4. Skill in building on the expertise and knowledge of researchers and educators in multiple disciplines to develop and implement programs that address important cross-cutting national challenges and scientific priorities.
Desired
1. Education, strongly preferred at the Ph.D. level, or equivalent professional experience, or a combination of education and equivalent experience in geosciences or a closely related field.

Applicants currently serving under a career Senior Executive Service (SES) appointment, eligible for reinstatement into SES, or have successfully completed a SES Candidate Development Program (CDP) approved by OPM are not required to address the Executive Core Qualifications (ECQ); but a narrative statement for each of the Mandatory Technical Qualifications (MTQ) is required.
The Senior Executive Service (SES) covers managerial positions above GS-15 in the Federal Service. Persons appointed to the SES are eligible for health benefits, life insurance, social security, Federal retirement and thrift savings plan coverage, and participate in the Federal leave system. Competitive status is not required, veteran's preference does not apply and there are no grade restrictions.
