Help

This position will further DOL's existing emerging technologies capabilities, and will support the establishment and architecture of an enterprise-wide vision and approach for leveraging DOL mission data to improve evidence-based policy and decision making at DOL. The position provides strategic direction and implementation of DOL's emerging approach to Robotics Process Automation (RPA) to expand automation of DOL business processes. These functions are critical to the establishment and sustainment of DOL's Emerging Technology program.

Major duties for this position include, but are not limited to:

Technical Guidance and Analysis

  • Provides expertise and direction in the development of computer-based, scientific, technical and business software systems.
  • Makes quick decisions and solves technical challenges to provide an efficient solution.
  • Develops strategies and recommendations for data science, machine learning (ML), and artificial intelligence (AI) solutions including key aspects of architecture, migration and security.
  • Responsible for governing the design, development, testing and deployment of data-specific aspects of systems development projects.
  • Provides technical leadership and is responsible for leading development of the overall systems design as it pertains to the use and storage of data. Translates complex business problems into sound technical solutions.
Requirements Development
  • Documents current processes and visualizes how different AI/ML tools can automate the same processes.
  • Plans and schedules new applications and systems projects with users, developers and computer center operations personnel, including the identification of objectives, timeframes, costs and staffing requirements.
  • Develops recommendations for improvements or areas to enhance efficiency or effectiveness of DOL services delivered.
System Management and Reporting
  • Identifies ways to improve ML/AI systems and, as appropriate, transitions legacy systems onto platform technologies in accordance with the enterprise architecture strategic plan and DOL agency mission needs.
  • Reports on the utilization and performance of the AI/ML application portfolio.
  • Coordinates all AI/ML requirements gathering, development, and customer engagements.
Software Development
  • Provides technical leadership and is responsible for leading development of the overall systems design as it pertains to the use and storage of data.
  • Oversee, plan, design, and synchronize initiatives across a broad spectrum of functional areas that include integration of programs and projects, process improvements, structure changes, modernization as it relates to the enterprise automation platform.
  • Ensures that ML/AI systems are built with responsibility and equity embedded within them.
Project Management
  • Formulates, plans, implements, manages, tracks and evaluates large scale and extremely complex IT support projects and their associated requirements and risks.
  • Plans and provides customer support services including installation, configuration, troubleshooting and training.
Performs other duties as assigned

Qualifications

For GS-14 Applicants must have 52 weeks of specialized experience equivalent to at least the next lower grade level, GS-13 in the Federal Service.

Specialized Experience is the experience that equipped the applicant with the particular knowledge, skills, and abilities (KSA's) to perform the duties of the position successfully, and that is typically in or related to the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level.

Qualifying specialized experience for GS-14 includes:
1. Experience developing, maintaining, and implementing machine learning and natural language processing systems.
2. Experience collecting, organizing, analyzing, and interpreting data sets used to support projects or programs.
3. Experience writing code to conduct analyses using software or technologies.

Additional to the above specialized experience, for all positions individuals must have IT-related experience demonstrating each of the four competencies listed below.

1. Attention to Detail - Is thorough when performing work and conscientious about attending to detail.

2. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services.

3. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.

4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.

This position is inside the bargaining unit. If the duty location is within the Washington, D.C. metropolitan area, the position will be included in the Local 12, AFGE bargaining unit. If the duty location is outside the Washington, D.C. metropolitan area, the position will be included in the NCFLL bargaining unit.

This position is at the Full-Performance Level (FPL).
