Help

As a Deputy Director of the Office of Budget, you will perform the following duties:

  • Plan and direct the programs under the jurisdiction of the Office of Budget and works directly with principal officials of Office of the Chief Financial Officer (OCFO) and the other program offices in the resolution of program matters. Foster and maintain effective liaison with the Office of Congressional and Legislative Affairs, the GSA Administrator’s Office, and the Office of Management and Budget (OMB).
  • Assist the Budget Director in directing and managing the budget planning, formulation, justification, and defense processes for all GSA programs and activities. Responsible for the direction and review of all components of GSA's budget execution process, assuring the integrity and accuracy of the information reported. Prepare budget decision making analysis and documents for leadership approval as part of the budget formulation process.
  • Plan work schedules. Formulate and issue verbal guidance or written instructions and procedures for non-routine or complex assignments. Select new employees; recommend promotions, reassignments or other status changes. Approves leave and resolves informal complaints.
  • Conduct on-the-job training of employees and keeps them informed of pertinent policy and procedural changes relative to personnel safety, security, etc. Exercise overall supervision over establishment and management of the position structure, which will best serve mission needs by providing the optimum balance between such elements as economy, efficiency, skills utilization, programs such as Equal Employment Opportunities (EEO), Affirmative Action, etc.

  • Current or Former Political Appointees: The Office of Personnel Management (OPM) must authorize employment offers made to current or former political appointees. Failure to disclose this information could result in disciplinary action including removal from Federal Service.
  • Serve a one year probationary period, if required.
  • Undergo and pass a background investigation (Tier 4 investigation level).
  • Serve a one year supervisory or managerial probationary period, if required.
  • This position has job functions that must be executed within specific geographic locations. The official duty station is a federal facility, leased space, or an alternative worksite (typically the employee’s home) within the specified geographic area. If you are selected for this position, you will be expected to report to the duty station listed on this announcement within 45 days. At that time, you may be eligible to request to telework one or more days a pay period depending upon the terms of the agency’s telework policy.

The GS-15 salary range starts at $155,700 per year. If you are a new federal employee, your starting salary will likely be set at the Step 1 of the grade for which you are selected.

SPECIALIZED EXPERIENCE:  

You must have one year of specialized experience equivalent to the GS-14 in the Federal service. Specialized experience is experience in financial management leadership; developing formal budget submissions; justifying budget requests; budget forecasting; reviewing and recommending budget requests; evaluating and monitoring systems for the expenditure of Federal funds; evaluating budget policies; developing performance goals and measures related to budgets; developing strategic planning programs; and formulating a performance-based budgeting process.

Bargaining Unit Status: This position is ineligible for the bargaining unit.
Relocation-related expenses are not approved and will be your responsibility.
Selected applicants may qualify for credit toward annual leave accrual based on prior non-Federal work experience or uniformed service experience.

  1. Knowledge of budget administration, budget activities, Federal funds processing and internal controls.
  2. Knowledge in finance, budget and accounting theories to resolve critical problems impacting program operations.
  3. Knowledge of financial/accounting principles, policies, regulations and practices/procedures.
  4. Skilled in oral and written communications.
  5. Ability to delegate and guide a team towards the successful accomplishment of assignments and delegate responsibility within assignments.
  6. Ability to prioritize responsibilities in support of organization's mission, goals and objectives.

Additional hurdle assessments, such as narrative responses or other assessments, may be administered to applicants who meet the requirements of the first hurdle, e.g., the minimum qualification requirements. If additional assessments are used, you will be provided with further instructions.
