Summary

The position serves as the regional administrator of Fire Cooperative Agreements, Interagency Fire Agreements, Cost Shares and associated billings and payments. Provides counsel/training to execute financial activities for internal/external emergency organizations and officials.

Help
  • Brief managers of incident (such as wildland fire, hurricane/flood/earthquake recovery) business problems, opportunities and accomplishments.
  • Negotiate with key federal and state officials on incident business controversial issues, or to gain acceptance of new programs or systems.
  • Provide advice and consultation to various levels of the organization on incident business activities.
  • Direct review of the effectiveness of financial management and other business management practices on incidents (such as wildland fire, hurricane/flood/earthquake recovery).
  • Develop incident business policies and guidance as needed.
  • Recommend resolutions of incident business program issues to program leadership and fire management staff.
  • Gather information about organizational functions or workload in order to recommend incident (such as wildland fire, hurricane/flood/earthquake recovery) business program actions and/or policies.
  • Represent the organization on incident business issues and conflicts of a multi-jurisdictional and multi-state nature.
  • Conduct review of the effectiveness of financial management and other business management practices for the fire program (such as wildland fire, hurricane/flood/earthquake recovery).
  • Develop incident related agreements to beneficially serve management needs.
  • Conduct regional and/or unit level interagency fire business management training for incident command positions.
  • Recommend resolutions for improving future methods and performance related to incident business management program.
  • Participate in the development of training for positions within the incident (such as wildland fire, hurricane/flood/earthquake recovery) business management organization.
  • Develop training materials for positions within the Finance Section of the Incident Command System.
  • Prepare incident business reports with recommended actions for management consideration
  • Plan the work to be accomplished by the unit to establish production or quality standards.
  • Establish guidelines and performance requirements to employees.

Qualifications

Specialized Experience Requirement:

For the GS 13: You must have one year of specialized experience equivalent to at least the GS-12 grade level. Specialized experience includes three or more of the following: Participated in the development of guidance, processes, and procedures related to incident (such as wildland fire, hurricane/flood/earthquake recovery) business management; and/or conducted analysis of incident business training needs and provides training/guidance to agency personnel and/or identified issues, gathered and analyzes information, and developed advice and guidance to resolve substantive problems affecting efficiency of incident business operations; and/or directed and conducted review of the effectiveness of financial management and other business management practices for the fire program; and/or served as the primary advisor and technical resource to officials on cooperative fire agreements.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

TIME IN GRADE REQUIREMENT: If you are a current federal employee in the General Schedule (GS) pay plan and applying for a promotion opportunity, you must meet time-in-grade (TIG) requirements of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled. This requirement must be met by the closing date of this announcement.

This position may be eligible to telework up to four days per week, based upon the duties of the position. This position may also be eligible for flexible work arrangements as determined by agency policy and any applicable collective bargaining agreements.
