Summary

The Federal Trade Commission (FTC) is seeking an experienced attorney to serve as Assistant Regional Director of the newly created Western Region Competition Group (WRCG). Composed of the competition staff in the Western Region San Francisco and the Northwest Region located in Seattle, the WRCG is responsible for the Commission's competition law enforcement programs in the western half of the United States, though activities sometimes involve work and travel outside the geographical area.

Duties

Help

If you are selected as Assistant Regional Director for the WRCG, you will, in consultation with the Regional Directors, direct and oversee the growth of a new competition-focused group of attorneys and legal support staff who carry out the major objectives of the Bureau of Competition. Together with the Regional Directors, responsibilities include:

  • Recommending enforcement actions to the Office of the Director, Bureau of Competition, and working with WRCG staff to determine legal theories and investigational strategies for such actions;
  • Supervising investigations that WRCG conducts, including discovery and use of compulsory process, preparation of complaint recommendations, and whether and when to recommend consent negotiations;
  • In the event of litigation, ensuring quality preparation of legal documents including trial briefs, motions, depositions, proposed orders, and for selecting and conferring with witnesses, preparing evidence for submission;
  • Overseeing WRCG responses to requests from interested parties for information, comments, FTC speakers, or FTC participation in competition-related projects;
  • Facilitating decisions to close investigations when it appears that further investment of limited FTC resources would not be in the public interest;
  • Undertaking strategic planning in WRCG and implementing the resulting strategic plan;
  • Interviewing and hiring new attorneys and legal support staff to join the WRCG;
  • Ensuring WRCG coordinates with other offices within BC and the FTC;
  • Fostering efforts by WRCG to reach out to the public and interested stakeholders in the relevant region; and
  • Identifying and leveraging the resources of the private sector and other government agencies in promoting competition.

  • Member in good standing of the Bar of a state or territory - US, PR, DC.
  • The position may be subject to completion of a two-year trial period., which includes a one-year supervisory probationary period.
  • This position is not in the bargaining unit.

Qualifications

Minimum Requirements

Applicants must have attained the first professional law degree (LL.B. or J.D.) from an accredited law school and be an active member in good standing of the bar of a state, the District of Columbia, Puerto Rico, or a U.S. territory. Applicants must demonstrate excellent writing skills and be able to work effectively with other people, exercise sound judgment, and exhibit a strong interest in the work of the agency.

GS-15 Positions
For attorney appointments: active member of the bar in good standing and 60 months of legal experience after graduation from law school.

To qualify for the GS-15 level: In addition to a law degree and active bar membership, you must have 60 months of legal experience after graduation from law school to qualify for the GS-15 level. At least 18 months of your legal experience after graduation from law school must be comparable to the GS-14 level. Qualifying experience at the GS-15 level includes conducting excellent legal research and writing, having strong organizational and analytical skills, and having excellent oral communication skills.

Note: Legal and nonlegal experience gained in the Federal Government before completing law school does not satisfy post law school experience.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience
