What will I do in this position if hired? 

In this position, you will, you will provide executive oversight for regional staff that performs work involved in managing and coordinating with other entities the recovery from intentional and/or unintentional crises, disasters, other humanitarian emergencies, hazards, or natural and man-made/technological (chemical, biological, radiological, nuclear, high-yield explosives) incidents. Typical assignments include:

  • Ensuring the region's recovery guidance and policies are in place to ensure support is provided to individuals and communities affected by disasters in their efforts to recover and are in accordance with program requirements which helps states, local communities and certain nonprofit groups restore and rebuild public systems and facilities, as well as debris removal and emergency protective measures; emergency and disaster declaration processing; and the National Disaster Recovery Framework.
  • Serving as a principal advisor to the Regional Administrator (RA) and the Deputy Regional Administrator (DRA) on recovery issues.
  • Interacting with State Emergency Management Directors and their senior staffs.  Providing updates to senior-level managers on policy and procedure changes, feedback on operational issues and status of declaration requests. 
  • Providing technical and administrative supervision to regional staff that is engaged in assisting individuals and/or communities by providing disaster support and delivering disaster assistance. 
  • Exercising overall responsibility for ensuring regional recovery operations is executed in accordance with headquarters guidance and that they follow emergency management-related directives, regulations, policies, laws, standards and guidance in order to provide survivor centric assistance. Directing emergency recovery operations, and ensuring functional responsibilities are executed within the Stafford Act, as amended, and PPD-8, which results in the delivery of effective recovery support services to disaster-impacted Federal, State, local, tribal, territorial, nongovernmental organizations, and the private sector.
  • Exercising responsibility for final assessment of regional resources and collaborating with headquarters staff to ensure regional staffing requirements are sufficiently flexible to enable disaster recovery managers to operate in a unified and collaborative manner.

All positions are subject to recall around the clock for emergency management operations, which may require irregular work hours, work at locations other than the official duty station, and may include duties other than those specified in the employee's official position description. Travel requirements in support of emergency operations may be extensive in nature (weeks to months), with little advance notice, and may require employees to relocate to emergency sites with physically austere and operationally challenging conditions.

Qualifications

Current Federal employees must have served 52 weeks at the next lower grade or equivalent grade band in the Federal service. The time-in-grade and qualification requirements must be met within 30 days of the closing date of this announcement.  

To qualify for this position at the GS-15 level (starting salary $151,657), you must possess one full year of specialized experience equivalent to at least the GS-14 level in the Federal government, which has equipped you with the skills needed to successfully perform the duties of the position. Experience may be obtained in the Federal or Private Sector and must demonstrate all of the following: 

  • Supervising a diverse team consisting of supervisor(s), team lead(s) and support staff responsible for a broad range of Disaster Recovery Program activities such as Individual Assistance, Public Assistance, and Inter-agency coordination, including assigning work, formally monitoring performance, ensuring work and projects are completed by deadlines; AND
  • Serving as agency-level senior spokesperson at meetings of elected and policy officials, including day to day interactions with senior elected officials on disaster recovery topics; AND
  • Using key performance indicators and other data to manage programs.
