Summary

Serves as a Human Resources (HR) Specialist in the HR Services Division (HRSD), performing basic but progressively more difficult assignments under the direction of a manager, or more experienced HR Professional. Tasks and assignments require the application of HR concepts, principles, regulations and policy. Participates in the application of merit systems principles to assist managers to attract a high quality and diverse workforce.

Duties

Help

FV-F duties: As an entry-level HR Specialist under the close direction of more experienced HR Professionals performs the following duties:

  • Advise and consult with managers, employees, and applicants on policies and procedures
  • Consult with managers to determine short and long-term recruitment needs
  • Research, interpret and apply HR laws, rules, regulations, policies, precedent decisions, etc.
  • Draft vacancy announcements, assesses qualifications of applicants and applies Veteran’s Preference and other Special Hiring Authorities as applicable
  • Process personnel actions and determine appropriate Nature of Action coding
  • Apply basic pay setting rules and flexibilities as prescribed by policies and/or collective bargaining agreements
  • Adhere to 80 day hiring model as appropriate
  • Utilize various HR automated systems to complete assigned work
  • Perform other duties as assigned

FV-G duties: In addition to the duties above, if selected for the FV-G you will:

  • Apply merit systems principles to attract, develop, manage, and retain a high quality and diverse workforce
  • Provide employment, staffing, and compensation services to fill paraprofessional, professional, technical, specialized, and related support positions
  • Assist managers and supervisors by providing advisory guidance on title, series, and grade/band levels, application of pay flexibilities, etc.
  • Assist management in developing crediting plans as well as other documentation necessary for the recruitment and placement of well-qualified candidates in internal or external competitive staffing actions.
  • Demonstrate some independence in planning time and using assigned resources to accomplish tasks or small projects Evaluate applications and resumes for qualification, eligibility for special hiring authorities, adjudicate veteran's preference and initiate medical/security clearances
  • Process personnel actions within Federal Personnel and Payroll System
  • Support the communication between client organizations and the processing center by researching and coordinating technical requirements to ensure personnel actions are forwarding to the processing center for final action
  • Consult with managers to determine short and long-term recruitment needs.
  • Ensure personnel actions are annotated with the appropriate nature of action, legal authority, pay, and remarks; collects/analyzes data and information concerning time-to-fill metrics and accuracy of personnel actions
  • May participate in new employee orientation sessions and special programs/projects
  • Assist management by researching and gathering documents associated with Equal Employment Opportunity complaints, Freedom of Information Act requests, and drafting initial responses to Congressional complaints or applicant inquiries
  • Perform other duties as assigned

To qualify for this position at the FV-F level you must demonstrate in your application that you possess at least three years of progressively responsible general experience that demonstrates the ability to analyze problems to identify significant factors, gather pertinent data and recognize solutions, plan and organize work and convey information, with at least one year equivalent to the FG/GS-4.


General experience could have been gained in administrative, professional, technical, investigative, or other responsible work. Experience in substantive and relevant secretarial, clerical, or other responsible area may be qualifying as long as it provided evidence of the knowledge, skills and abilities (KSAs) necessary to perform the duties of this position.

Successful completion of a full 4-year course of study in any field leading to a bachelor’s degree, gained from an accredited college or university. To qualify based on education, you must submit a copy of your college transcripts. If selected, official transcripts will be required prior to employment.

To qualify for this position at the FV-G level you must demonstrate in your application that you possess at least one year of specialized experience equivalent to the next lower grade, FV-F or FG/GS-5/7/9. Specialized experience is experience that has equipped you with the particular knowledge, skills and abilities to perform successfully the duties of the position.

Specialized experience includes experience applying principles of staffing, recruitment and placement, compensation laws, policies and other regulatory guidance and training, developing and publishing announcements, determining qualifications and generating referral lists; experience providing information and guidance to organizational customers regarding personnel issues, gathering information is support of identifying and recommending alternatives and recommendations; experience utilizing and applying provisions of compensation and pay systems

OR

To qualify with education only a successful completion of a Ph.D. or equivalent doctoral degree, or 3 full years of progressively higher level graduate education leading to such a degree. Must be gained from an accredited college or university.
