Central Texas VHCS is in the process of making a cultural change, shifting from a disease-focused approach to a health and wellbeing approach, in order to implement the Whole Health System of Care. This is a VA-wide initiative to provide a comprehensive and systematic approach to improve healthcare delivery at all stages of Veteran care. This entails moving from an episodic, "siloed" approach to an interdisciplinary, holistic approach, emphasizing self-care in the larger context of well-being. All staff in this facility will be part of this process, shifting the focus from the question, "What's the matter with you?" to the question, "What matters to you, and how can we help you live your best life?" This strategy also involves integrating a full range of conventional approaches with Complementary and Integrative Health (CIH) approaches in order to optimize lifelong health and well-being, as defined by the Veteran, rather than narrowly focusing on disease management.
The CHIO is accountable for the management and supervision of patient care programs that promote quality nursing care and effective utilization of personnel within areas of assignment: Other responsibilities include leading, integrating, facilitating, and evaluating programs and outcomes; daily attention to complex personnel management problems; participation in executive level decision making deliberations; and performance in a full range of administrative duties. The incumbent works independently using sound judgment in making decisions and provides leadership to interdisciplinary groups at all levels to include the executive level. Demonstrates exceptional relationships and communication and leadership skills with all levels of medical center personnel and relate effectively with customers, families, and the community as well as program and service leaders at the local and network levels.
The primary purpose of the Chief Health Informatics Officer (CHIO) is to assess the Health Care System's (HCS), health care professionals', and patients' health informatics needs; characterize, evaluate, and refine clinical processes; develop, implement, and refine clinical decision support systems; and participate in the procurement, customization, implementation, management, evaluation, and continuous improvement of clinical information system. Supervises, directs, and guides the clinical informatics staff.
Advises the Health Care System Director, members of the executive leadership team, Quality, Safety, Value Service leadership, the VISN Director, and other key officials. Develops health informatics policy to improve health care delivery processes and outcomes and for the overall functioning of administrative and clinical programs to establish and maintain programs across service and/or discipline lines and influence organizational mission and health care. Establishes and implements multi-year strategic and operational goals and objectives, as well as defining staffing and budgetary requirements, and standards of performance for subordinate positions. Manages and develops Health Care System policies in response to changes in levels of appropriation and in accordance with VISN and VHA guidelines. Exercises delegated authority to oversee all planning, direction and timely execution of Health Informatics programs, staff functions, program development, assignments, goals and objectives of subordinates, and strategic
planning for out-year growth.

Qualifications

Applicants pending the completion of educational or certification/licensure requirements may be referred and tentatively selected but may not be hired until all requirements are met.

Basic Requirements:

  • United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy.
  • English Language Proficiency. In accordance with 38 U.S.C. 7402(d), no person shall serve in direct patient care positions unless they are proficient in basic written and spoken English.
  • Graduate of a school of professional nursing approved by one of the following accrediting bodies at the time the program was completed by the applicant: The Accreditation Commission for Education in Nursing (ACEN) or The Commission on Collegiate Nursing Education (CCNE). The approving official may authorize a waiver of the requirement for ACEN or CCNE accreditation of any degree in nursing provided the college or university has regional accreditation from an accrediting body recognized by the Department of Education at the time of the candidate's graduation and the composite qualifications of the applicant warrant such consideration. In cases of graduates of foreign schools of professional nursing, possession of current, full, active and unrestricted registration will meet the requirement of graduation from an approved school of professional nursing. OR The completion of coursework equivalent to a nursing degree in a MSN Bridge Program that qualifies for professional nursing registration constitutes the completion of an approved course of study of professional nursing. Students should submit the certificate of professional nursing to sit for the NCLEX to the VA along with a copy of the MSN transcript. (Reference VA Handbook 5005, Appendix G6) OR In cases of graduates of foreign schools of professional nursing, possession of a current, full, active and unrestricted registration will meet the requirement for graduation from an approved school of professional nursing.
  • Current, full, active, and unrestricted registration as a graduate professional nurse in a State, Territory or Commonwealth (i.e., Puerto Rico) of the United States, or the District of Columbia.
Preferred Experience:
  • 2 years of experience leading and/or managing multiple programs or services
  • 4 years of Professional/Shared Governance experience
  • 2 years of change/project management experience/certification (combination of experience and training is acceptable)
  • 2 years of Systems Redesign and/or Lean/Six Sigma experience/training/certification (combination of experience and training is acceptable)
  • Experience in a Magnet or Pathway to Excellence facility
Grade Determinations: The following criteria must be met in determining the grade assignment of candidates, and if appropriate, the level within a grade:
  • Nurse IV - Master's degree in nursing or related field with BSN and approximately 4-5 years of nursing practice/experience; OR a Doctoral degree in nursing or related field and appropriate basic or advanced certification desired, and approximately 3-4 years of nursing practice/experience.
Note regarding MSN degrees: If your MSN was obtained via a Bridge Program that qualifies for professional nursing registration, a BSN is not required.

Physical Requirements: Lifting up to 35·pounds for 8-12 hours, intermittently, moderate carrying (15-35 pounds) for 8 to 12 hours, intermittently, lifting over 35 pounds with assistive devices in accordance with the Safe Patient Handling Policy except in emergent situations requiring prompt patient care, pulling for 8 to 12 hours intermittently, pushing for 8-12 hours, intermittently, reaching above the shoulders for 8-12 hours, intermittently, both hands required, walking 8-12 hours, intermittently, standing 8-12 hours intermittently, kneeling 8 to 12 hours, intermittently, repeated bending for 8-12 hours, intermittently, climbing and use of both legs and arms for 8-12 hours, intermittently, both legs required, near vision at 13 to 16" Jaeger 1 to 4, far vision correctable in one eye to 20/20 and to 20/40 in the other eye, ability to distinguish basic colors, hearing aid permitted, twisting, simple grasp and fine manipulation.

The Associate Degree Nursing (ADN), Bachelor of Science degree in Nursing (BSN), or Master of Science degree in Nursing (MSN) must be fully accredited by the Accreditation Commission for Education in Nursing (ACEN) or the Commission On Collegiate Nursing Education (CCNE).
