Serves as the first line supervisor for an organizational unit responsible for overall organizational management and T&E service activities provided in support of all phases of the FAA Acquisition Management System (AMS) lifecycle for National Airspace System (NAS) and mission support programs; manages, plans and assigns required resources; provides technical and program management expertise in collaboration with the FAA Program Management Office (PMO) and other program sponsors; applies sound Verification and Validation (V&V) principles and best practices to be agile, adaptive and creative to deliver test products while in compliance with FAA WJHTC quality standards and processes; provides guidance to employees in the areas of work and career enhancements; works with FAA employees on human resource-related issues and labor-management relations.

Directs the work of subordinate employees at the organizational unit level, of which work usually includes routine program and project tasks based on established policies, procedures, and guidelines; managerial duties include setting priorities; assigning tasks; monitoring and evaluating performance; coaching and developing employees; mentoring for professional development; approving leave; and taking or recommending corrective disciplinary action as appropriate. Leads the organizational unit to provide T&E services and delivery test products in support of aspects of the FAA AMS lifecycle acquisition management including development of key AMS program artifacts of Program Requirements Document (PRD), Implementation Strategy and Planning Document (ISPD), and the Test and Evaluation Master Plan (TEMP); to identify program Critical Operational Issues (COIs) and Critical Performance Requirements (CPRs); to support system development tests (DT) and lead operational tests (OT); and system maintenance and enhancement activities.

Provides technical directions to adjust and tailor test strategies and approaches to achieve program goals with timely delivery of test services and products while ensuring the use of sound V&V principles and adherence to the FAA T&E framework and quality standards. Encourages innovation and creativity to devise technically sound solutions while meeting program needs in various system development approaches and acquisition strategies such as Minimum Viable Product (MVP), Agile System Development, DevOps, etc.

Establishes and maintains internal contacts within the organizational unit and major subdivision with subordinates, peers, and higher-level managers to share information, conduct technical discussions, and report program or project status; and external contacts with program sponsors, stakeholders, and other service organizations to establish and maintain a collaborative and cooperative teamwork environment to achieve program goals and objectives. Establishes guidelines and procedures governing unit work activities. Resolves routine problems independently and consults with higher-level management when existing guidelines are not available or applicable to complex problems.

Participates in planning efforts that cross organizational lines. Individual and organizational performance is typically reviewed periodically by higher-level management, often through status reports, program reviews, and organizational performance measures, to ensure technical soundness of services and products, timelines and schedules, policy and standard compliances, and alignment with program and project goals and objectives.

Basic Requirements:

Bachelor's degree in computer science or bachelor's degree with 30 semester hours in a combination of mathematics, statistics, and computer science. At least 15 of the 30 semester hours must have included any combination of statistics and mathematics that included differential and integral calculus. All academic degrees and course work must be from accredited or pre-accredited institutions.

To qualify for this position you must demonstrate in your application that you possess at least one year of specialized experience equivalent to FV-I, FG/GS 13. Specialized experience is experience that has equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position.

Specialized experience includes: Experience leading testing and operational integration of surveillance and broadcast systems with air traffic automation platforms.
