As an Investigative Analyst in the National Intake Case Management Branch, the employee will perform a mixture of basic and routine (but progressively more difficult) assignments under the close direction of the branch manager or more experienced specialist. Applies basic technical knowledge of investigative procedures, concepts, principles, and practices to analyze inquiries and other investigative activities in support of Office of Investigations and Professional Responsibility (AXI).

Typical duties include, but are not limited to, the following:

Analyzes misconduct allegations, including Investigations (Accountability Board, DOT, OSC, Administrators Hotline, Safety Hotline, Whistleblower Retaliation complaints, and DOT OIG Hotline) and determines the appropriate entity to resolve the complaint and forwards.

Coordinates with the branch manager or more experienced specialist to plan time and use assigned resources to accomplish assignments and small projects. Assignments include collecting, recording and analyzing data/information; identifying problems. Ensures intake investigative activities are properly documented in the Investigative Management System (IMS).

Contacts are primarily internal to the organizational unit with a manager and other employees to share information, provide data and/or written analyses, and to discuss the status of assignments.

Established policies/procedures provide detailed guidance for almost all assignments, with little or no room for discretion. Works under detailed instructions provided by a manager, project/program manager, team leader, or more experienced technical specialist.

Refers problems and work issues to a manager, project/program manager, team leader, or more experienced technical specialist when existing guidelines are not available or applicable.

Work is reviewed frequently during assignments and at completion for all aspects of quality. Work activities supports the organizational unit.

Responsibilities at the H-band:

As an Investigative Analyst in the National Intake Case Management Branch, the employee will perform a mixture of routine, multiple, and varying assignments related to case intake under the limited direction of the Branch manager or more experienced specialist. Applies experience and detailed technical knowledge of investigative procedures, concepts, principles, and practices to analyze inquiries and other investigative activities in support of Office of Investigations and Professional Responsibility (AXI).

Acts as an individual contributor and/or member of a team. May perform some leadership functions for small projects/programs/teams.

Performs other duties as assigned.

TO QUALIFY FOR THE FV-G: you must demonstrate in your application that you possess at least three (3) years of progressively responsible general work experience demonstrating the ability to analyze problems to identify factors, gather pertinent data/information, recognize problems and/or solutions, plan and organize work and effective communication. At least one (1) year of experience must be equivalent to the FG/GS-4 level work in the administrative, professional, technical, investigative or comparable work area.

OR

Education Substitution: Successful completion of a full 4 year course of study in any field leading to a bachelor's degree, gained from an accredited college or university.

OR

Combination education and experience may be qualifying for this position. Refer to OPM's Operating Manual Qualification Standards at, http://www.opm.gov/qualifications/sec-iv/a/gs-admin.asp for more information.

TO QUALIFY FOR THE H-BAND: you must demonstrate in your application that you possess at least one year of specialized experience equivalent to FV-G / FG/GS-5/7/9. Specialized experience is experience that has equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position.

Specialized experience includes: Experience using investigative procedures, concepts, principles, and practices to analyze inquiries and other investigative activities.

OR

3 years of progressively higher level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree directly related.
