Duties

Help

Manages an array of facility security, emergency management planning programs, including an operations center for command, control and communications with facility senior management and FAA HQ. Ensures that these programs elements are carried out as promulgated in Executive Orders, Presidential Decision Directives, Code of Federal Regulations, and FAA Program Orders to ensure critical infrastructure and people protection. Management of these programs encompasses a vast collaboration and coordination with various federal, state, and local security, law enforcement, and emergency management organizations inside and outside the facility.

Possesses an advanced knowledge of the technical aspects of the work directed in emergency preparedness within the FAA’s office of Emergency Operations. Performs FAA headquarters-level, emergency operations planning and coordination and national level exercise planning. Conducts, controls and provides evaluation in support of the Federal Aviation Administration’s emergency operations and exercise responsibilities.

Directs the work of subordinate employees and/or managers for more than one organizational unit/project/program within a major subdivision. Work usually includes a mixture of routine and complex projects/programs based on the objectives of the major subdivision/LOB/SO. Managerial duties include: planning; communicating the organization's vision and objectives; setting priorities; assigning tasks and responsibilities; monitoring and evaluating performance; coaching and developing employee capabilities; approving leave; and taking, recommending or approving corrective/disciplinary actions as appropriate.

Provides leadership for highly complex and challenging program activities under the minimal direction of the manger or a senior management official. Conducts emergency operations planning and coordination, serving in the role of FAA headquarters Emergency Event Coordinator (EEC), or assistant EEC, as required for National Special Security Events, significant incidents or exercises.

Prepares FAA national-level Sport Reports and Situation Reports for National Special Security Events, significant incidents, or exercises; contributing to the development of FAA emergency operations plans, orders and handbooks.

Assists in planning, conduction, controlling, and evaluating FAA participation in National Exercise Program exercises, as well as other inter-agency and internal exercise. Develops after-action reports and improvement plans following exercises and real world events, and tracks improvement plan implementation.

Contributes to the development of systems and technology to enhance emergency operations activities and security, including an FAA common operating picture. Deploys as required to support FAA response to events and to ensure continuity of operations.

Additionally, may serve as the principal specialist in the development of new automated technical solutions/services in the area of collaboration, situational awareness and incident monitoring. These tools/services provide collaborative approaches, methodologies, and/or techniques and shared responsibility for the performance of emergency planning program or/project that impact ASH/AEO, the FAA and other Federal entities.

Contacts are primarily within the organizational unit, major subdivision and the LOB/SO with subordinates, peers, and higher level managers to discuss the status of projects/programs and to plan for the future. In some areas, may have frequent contact with customers, other government entities, and other external parties to interpret policies/procedures or for other project/program purposes. Has authority to make commitments for subordinate organizational units, within guidelines.

To qualify for this position you must demonstrate in your application that you possess at least one year of specialized experience equivalent to FV-I, FG/GS 13. Specialized experience is experience that has equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position.

Specialized Experience includes: Experience leading or managing facility security and emergency management planning efforts for federal/military base, campus like setting or equivalent environment.
