This position is located in the Division of Budget and Technical Support (DBTS), under the Assistant Director - Ecological Services (ES), U.S. Fish and Wildlife Service. The Division provides support service functions to the Assistant Director's Office and the Divisions of the Ecological Services Program, which includes but is not limited to: current and out year programming and budgeting (formulation, justification, presentation and execution); administrative support such as personnel, finance, and procurement liaison; automated data processing coordination, planning and technical support; planning, cost analysis, budgeting, coordination and evaluation of computer and computer-related systems which affect the Washington Office or multiple Regions, and support services contract management. As part of these responsibilities, this position provides leadership in systems design and management, project management, and contractual support for ECOSphere, the Environmental Conservation Online System (ECOS) and other national ES IT decision support systems, tools and applications.
As a Supervisory IT Specialist, your duties will include but are not limited to the following:
Serve as the Chief, Division of Data Integration, with managerial responsibility for implementing the policies, procedures, programs and strategies governing the planning and delivery of information management and technology (IMT) services for the Ecological Services Program.
Provide technical expertise, overall program management support, and technical direction for ECOS, ECOSphere, and related applications, integrations, and decision support tools, including logical and physical data architecture, service architectures, systems software, data management systems and services, data interchange service, IMT security architecture, quality assurance, technical risk management, and configuration control.
Partner with national and regional leaders, project leaders, office supervisors, employees and customers to serve and advance the mission of the Ecological Services Program through IMT services, applications, and systems.
Manage work to be accomplished, including formulating and implementing short and long-range planning and technology policies, that increase levels of service for national IMT tools, services, applications, and systems.
Advise the senior leaders of the Ecological Services Program and the Service on the utilization and management of information technology and resources consistent with law and program priorities, focusing management attention on value-added uses of information technology that maximally supports mission and operations.
Provide exceptional customer service and designs innovative solutions to advance the goals of the program and support the mission and goals of the Service.
Supervise, plan, organize, and direct a large staff of Federal and contract staff through subordinate supervisors and team leads.

One year of specialized experience comparable in scope and responsibility to the GS-14 grade level in the Federal service (obtained in either the public or private sectors) performing work in or directly related to the position to be filled. Specialized experience includes: (1) supervising an informational technology team, branch, office, or division; (2) managing a national or regional information IT investment portfolio; (3) exercising direct responsibility for implementing policies, plans, standards, or procedures governing the planning and delivery of IMT services for a large organization; (4) managing multiple aspects of information technology including systems operations, customer support, configuration management, and/or security operations; (5) planning, directing, and executing short- and long-term activities that develop and implement national IT strategic goals.
