Help

Directs and supervises staff with regard to acquisition, design, and acceptance of highly complex FAA-wide training systems. Manages agency-wide training programs or program segments associated with the overall support of all training, development, implementation, and maintenance of the National Airspace System (NAS). Applies an advanced knowledge of the technical aspects of the work directed, an advanced knowledge of budget, human resource, other administrative policies and procedures, and an advanced understanding of the objectives of the organization.

Managerial duties typically affect employees in more than one organizational training and course development project/program and includes - planning; communicating the organization's vision and objectives; setting priorities; assigning tasks and responsibilities; monitoring and evaluating performance; coaching and developing employee capabilities; approving leave; and taking, recommending or approving corrective/disciplinary actions as appropriate. Responsible for establishing goals and objectives, managing fiscal and staffing resources, and coordinating significant training program issues within the section. Prepares workload and course schedule projections, determines material support requirements, layout plans, resource requirements, etc.

The work requires substantial coordination, integration, and decisions involving various complex and critical work assignments, projections, and administrative issues. Promotes team work and strives to improve the section's business practices. Establishes budget requirements, priorities, staff and required resources for section operations. Makes recommendation and/or final decision involving technical, financial, organization and administrative issues. Recommends resource allocation for applicable program segment.

Communicates and reinforces EEO policies and programs in all areas of responsibility, including selection, training and promotion. Maintains a work environment where all employees are treated in a fair and equitable manner. This position has frequent contacts with FAA and external agency personnel. Contacts occur in meetings, briefings, job related activities and other Aeronautical Center forums.

The purpose of these contacts is to discuss, plan, and coordinate work efforts; exchange information; ensure that information provided to outside parties is accurate and consistent; and resolve differences of opinion among managers, supervisors, employees, contractors, or others. Incumbent is required to interact, on a routine basis, with FAA Academy, Regional and Washington Headquarters personnel, contracting officials, high-ranking officials, and high-level technical staff of large industrial firms to discuss the status of projects/ programs and to plan for the future.

Work is typically governed by established policies, procedures, and organizational objectives that frequently leave room for discretion. These include FAA policy, and other required extensive coordination, integration and decision-making involving various complex NAS and administrative issues. Resolves all but unique problems without the intervention of higher-level management.

Individual performance is based on ensuring combined efforts are directed at satisfying FAA Academy, Aeronautical Center, Service Areas, Headquarters, International, and Service Center needs and is typically reviewed periodically by higher-level management, usually through status reports and organizational performance measures.

Qualifications

To qualify for this position at the FV-J level, you must demonstrate in your application that you possess at least one year of specialized experience equivalent to the FV-I (FG/GS-13) level. Specialized experience is experience that has equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position.

Specialized Experience includes: demonstration of extensive knowledge of and experience in the technology, system interrelationships, and management of civilian or military automated aviation, navigation, and electronics systems.
