The core products and services are maintenance, repair, and overhaul of the NAS or other system equipment components and subcomponents; management of the supply chain for assigned system components and subcomponents; and engineering. Managerial duties Include: planning; communicating the organization's vision and objectives; setting priorities; assigning tasks and responsibilities; monitoring and evaluating performance; coaching and developing employee capabilities; approving leave; and taking, recommending or approving corrective/disciplinary action, as appropriate. Participates and encourages participation in development programs and continuous learning; assists in developing competencies and knowledge of subordinate employees.
Applies an advanced knowledge in managing human and financial resources to ensure high quality, timely, and cost, competitive products and services. Leads the annual development of a business plan for parts and services totaling approximately $8.5m; reviews monthly budgetary and proprietary statements at the division and lower levels. Recommends and implements reallocation of financial and human resources as needed to meet customer requirements for various programs and projects. Performs critical aspects of the budget planning process, including projecting short-term and long-term future needs and justifying resource requirements.
Contacts are with customers at various organizational levels, ranging from FAA Logistics Center management peers, Aeronautical Center program directors, to executives of other federal agencies. The purpose of the interactions may include but are not limited to: discuss the status of projects/programs and to plan for the future, share program/ project information, negotiate services, solicit customer requirements, conduct a program management review, or serves as a team member on a special project. Has authority to make commitments for subordinate organizational units, within guidelines.
Contributes to and promotes the strategic objectives of the Office of Regions and Center Operations (ARC), the Aeronautical Center, FAA Logistics Center, and the group. Leads or participates in cross-functional teams within the FAA Logistics Center aimed at developing and implementing actions to achieve objectives and measuring success.
Work is typically governed by established policies, procedures, and organizational objectives which frequently leave room for discretion. Resolves all but unique problems without the intervention of higher-level management. Regularly called upon to identify problem areas and to develop and recommend new policies and procedures for resolution.
Individual and organizational performance is typically reviewed periodically by higher level management, usually through status reports and organizational performance measures. Has discretion to ensure the alignment of projects/programs with the tactical (short-term) objectives of the major subgroup.
TO QUALIFY AT THE FV-J (FG/GS-14) level, you must demonstrate in your application that you possess 1 year of Specialized Experience equivalent to the FV-I (FG/GS-13) level. Specialized experience is experience that has equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position and that is typically in or related to the work of the position to be filled.
