Yes— - Fixed Rate PCS - Permanent Change of Station (U.S. Citizens) - In accordance with applicable FAA Travel regulations, a fixed relocation payment of $10,000 will be paid to new hires to Federal service, former Federal employees (reinstatements), and student trainees. A fixed relocation payment of $27,000 will be paid to current Federal employees. Relocation expenses paid are subject to applicable taxes.
The Management and Program Analyst applies experience and comprehensive knowledge of the analytical and evaluative methods and techniques to assess program development or execution and improving organizational effectiveness and efficiency. Performs analysis of aviation safety policies and procedures to provide data to support the coordination and execution of the National Airspace System (NAS) safety program within the organization. Acts as an individual contributor who assists more experienced analysts in the development of improvements to the safety of the NAS.
Applies analytical and evaluative methods and techniques to retrieve data from the Facility, Service, and Equipment Profile (FSEP) data and information system. FSEP is the official inventory of the National Airspace System (NAS) operational infrastructure, including facilities/ services, Non-Federal Program facilities, and equipment owned, maintained, certified, inspected, or coordinated by Technical Operations personnel. Analyzes and evaluates national programs and policies, and assists in the development of program management processes and procedures that are nationwide in applicability.
Conducts complex organizational and program studies and evaluations to identifies problems and makes recommendations to improve processes and systems. Documents the findings of studies and prepares recommendations for the implementation of new systems, procedures, or organizational/program changes. Reviews program analytical, statistical, and qualitative data and shares findings and recommendations with management to assist in the strategic planning of programs, systems and capabilities of the organization.
Analyzes and evaluates proposed changes in mission and operating procedures, and identify impact to operations. Ensures program plans and projections are consistent with program guidance. Analyzes management information requirements to assists in the development of program or administrative reporting systems including the systems specifications, data gathering and systems evaluation methods. Performs qualitative and quantitative analyses to assess, analyze and evaluate processes and systems. Researches and investigates new or improved management practices for application to agency programs or operations. Uses data derived from quantitative analysis to compile project results and to assist in making recommendations to management as a basis for making decisions.
Possesses knowledge and experience working across functional and organizational lines to acts as a liaison between Technical Operations and other lines of business within ATO as well as outside organizations. Established policies/procedures provide guidance for most assignments, but allow considerable discretion for employee to select the most appropriate approach(es) or recommend new approaches. Resolves most problems and work issues without the assistance of a manager, project/program manager, team leader, or more experienced professional.
Contacts typically are internal and external, with regular contacts among major subdivisions and LOB's/SO's, customers, and other external parties to share information about the FAA and explain the applications of policies and procedures to management on FAA and ATO safety policies, procedures, directives, and guidelines. Work is reviewed rarely, typically through status reports and at project completion, to ensure policy compliance and alignment with the requirements of projects and/or other work activities. Work activities impact directly on the objectives of one or more organizational units, major subdivisions, and/or LOB/SOs and may affect the objectives
of the FAA.

TO QUALIFY FOR THIS POSITION AT THE FV-I (FG/GS 13) level, you must demonstrate in your application you possess one (1) year of Specialized Experience equivalent to FV-H (FG/GS 12) level.
SPECIALIZED EXPERIENCEincludes: experience performing analysis of aviation safety policies and procedures; applying analytical and evaluative methods and techniques; identify problems and makes recommendations to improve processes and systems; enforcing rules of Scrum/Kanban in a team setting by exhibiting Scaled Agile Framework (SAFe) core values, principles, and practices; experience facilitating and participating in Scaled Agile Framework (SAFe) events (Daily Stand-ups, Iteration Planning, Iteration Review, and Iteration Retrospectives); work as a Product Owner or with a Product Owner to manage product backlogs with respect to priorities and scope.
AND
QUALITY RANKING FACTOR (QRF): A well-qualified candidate will demonstrate experience using Atlassian software suite or similar platform to manage product backlogs, Kanban boards, configuration baselines within their resume, and possess active certification of Scaled Agile Framework training as a Scrum Master, Release Train Engineer, and/or product owner (certification required).
