Duties

Help
  • Systems include Facilities Service Requests, Project Management, Reservation Management, Facility Assessments, Capital Planning, Computer Aided Design Management, Move Management and Building Information Management and systems-related projects.
  • Work involves oversight and technical monitoring of contracting employees developing systems software for the various applications. Directs IWMS/CMMS activities within the Office of Facilities and Logistics Management (OFLM).
  • This responsibility includes directing the analyses, design, development, implementation of the software and IWMS/CMMS COTS product upgrades for OFLM and involve full agency-wide implementation and support.
  • Researches, evaluates, develops and implements IT applications needed to support IWMS/CMMS systems to meet buildings management functional and performance requirements.
  • Leads new IT projects, participates and frequently leads teams responsible for developing IT solutions and establishes support for IT application priority and requirements.
  • Directs the design and development of state-of-the-art systems for agency facilities-related automated systems; serves as administrator, project manager and/or project officer on all programs, projects and contracts associated with these systems.
  • Manages projects, which may include participants from other agency components and outside contractors, leading to the design, development and/or modification of existing automated systems and/or related automated systems, nationwide.
  • Performs IWMS/CMMS software upgrades with COTS vendors based on continuous development/integration and Agile systems development with business processes.
  • Serves as lead technical point of contact to troubleshoot hardware and COTS software issues and makes recommendations on hardware and software needs.
  • Occasionally performs work in the server room.

Qualifications

MINIMUM QUALIFICATIONS:
To qualify for this GS-13 IT Specialist position, you must demonstrate:
(1) the Competencies for the federal 2210 series AND
(2) at least 52 weeks of Specialized Experience AND
(3) the Selective Placement Factor (SPF)

(1) 2210 Series Competencies

Attention to Detail -- Is thorough when performing work and conscientious about attending to detail.

Customer Service -- Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems or satisfy their expectations; knows about available products and services; is committed to providing quality products and services.

Oral Communication -- Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues and responds appropriately.

Problem Solving -- Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives and to make recommendations.

(2) SPECIALIZED EXPERIENCEmust have been gained in a federal position at or above GS-12 OR (if your position and/or experience is in another federal pay scale OR outside of federal service) by performing duties at a level equivalent to GS-12 or above.

SPECIALIZED EXPERIENCE is work that primarily consists of planning, designing and developing facility-related application systems, such as Tririga and FMSystems, to meet long-range facilities and logistics management systems needs.

Since Specialized Experience also has a time component, it must be evident that the duties you describe are at the required level for at least 52 weeks.

(3) SELECTIVE PLACEMENT FACTOR: Knowledge of IWMS/CMMS systems to effectively support automation processes and apply system upgrades

To meet this requirement, you must demonstrate at least 3 of the following experiences:

-- experience developing building automation systems, buildings management systems and/or systems performance measurement techniques to operate and maintain facilities and energy management systems nationwide

-- experience designing, engineering and implementing building automation systems for an agency or large organization based on state-of-the-art computer technology and automated systems

-- experience documenting data requirements provided by staff from within or outside of an organization, other agency components and outside contractors to develop new building automation systems

-- experience performing Integrated Work Management System (IWMS) / Computerized Maintenance Management Software (CMMS) upgrades with Commercial Off-The-Shelf (COTS) vendors
