Summary

The mission of the Office of Trade and Labor Affairs (OTLA) is to work to ensure that U.S. trade agreements are fair for American workers and workers around the world. As an International Administrative Specialist, the incumbent serves as the technical expert and point of contact in carrying out a wide variety of administrative functions that support management and other ILAB staff.

This position is outside the bargaining unit.

Major duties for this position include but are not limited to, the following:

  • Serves as the subject matter expert and focal point for a wide variety of administrative functions (e.g., human resources management, management analysis, budget and financial operations, administrative planning, contracting and procurement, training, space management, correspondence control, and travel management) that support multiple OTLA Divisions.
  • Leads and/or conducts a wide range of analytical projects and comprehensive studies that require independent research, data collection, and analysis of interrelated issues of effectiveness, efficiency, and productivity of administrative operations, functions, and activities throughout OTLA.
  • Assists with certain human resource-related functions including the development of hiring vacancy packages, onboarding/offboarding of staff, and training of staff.
  • Develops, initiates, and implements new or revised administrative policies and procedures for assigned areas of responsibility to meet organizational needs and to resolve administrative management challenges.
  • Plans, and/or develops, and leads initiatives and processes associated with customer service standards.
  • Serves as DOL representative in the management of contracts or designated purchase cardholder responsible for small purchases of goods and services in accordance with Departmental and Federal regulations.
  • Provides technical support and assistance to ILAB staff in travel management.
  • Serves as the ILAB or OTLA representative for assigned administrative programs such as telephones, travel, training, supplies, etc.

Qualifications

Incumbent is expected to come into the Washington DC office, at least one day a week and up to five days a week, based on agency policy. This position is telework eligible.

For the GS-11:

To qualify for the GS-11 grade level, applicants must have 52 weeks of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal Service or equivalent experience in the private or public sector.

Specialized experience is experience delivering administrative and operations support, including: providing customer service in a fast-paced environment; assisting with international travel arrangements; drafting standard operating procedures; and streamlining business processes to make them more efficient and effective.

OR

3 years of progressively higher level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree (related to the position to be filled.)

OR

LL.M., if related;

OR

Combination of education and specialized experience.

For the GS-12:

To qualify for the GS-12 grade level, applicants must have 52 weeks of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal Service or equivalent experience in the private or public sector.

Specialized experience is experience independently delivering administrative and operations support, including: providing customer service in a fast-paced environment; drafting standard operating procedures; training to staff to use electronic systems and to follow procedures; arranging international travel; and streamlining business processes to make them more efficient and effective.


Specialized Experience is the experience that equipped the applicant with the particular knowledge, skills, and abilities (KSA's) to perform the duties of the position successfully, and that is typically in or related to the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level.
