Duties

Help

As a Park Ranger your duties will include but are not limited to the following:.

Program Management
Helps develop, manage and maintain a high quality and balanced visitor services program by providing opportunities in compatible wildlife-dependent recreation activities, as appropriate to the refuge, and the secondary uses and other programs that may support them.
Coordinates with refuge managers, refuge biologists, and the state to develop a comprehensive hunting and fishing program. Some programs may involve facility development, restrictions on use, and fees and permits.
Helps develop and implement interpretive and environmental education programs. Programs reach a wide range of audiences and address identified resource issues that may reach outside the refuge boundary. Establishes and implements partnerships with local educational institutions to develop and manage environmental education programs that meet both the mission and goals of the Fish and Wildlife Service and refuge and curricula needs of the schools.
Provides for wildlife observation and photography opportunities. Develops and provides programs and facilities to enable visitors to have optimal wildlife observation/photography opportunities without undue impacts to wildlife or its habitat.
Provides for and manages secondary wildlife-dependent recreation when appropriate such as camping, picnicking, berry picking, boating and horseback riding in support of one or more of the primary uses.
Works with senior staff to manage conflict between user groups through the use of various techniques such as time/zone management, limited access, and permits. Coordinates with Refuge Manager or refuge biologists to determine when to open or close an area to a particular use or means of access.

Planning
In a developmental capacity, coordinates, develops and implements a variety of step down plans for the VS program, such as: Sign Plan, Interpretive Plan, Environmental Education Plan, Hunt Plan, and Fishing Plan. Serves as planning team member for Visitor Services issues during preparation and reviews of the refuge's Comprehensive Conservation Plan. Coordinates plans with State agencies and other refuge personnel to integrate events such as hunting and fishing seasons.
Incorporates, manages, and addresses universal accessibility on the refuge, ensuring compliance in all projects incorporating Uniform Federal Accessibility Standards and the Rehabilitation Act of 1973.
Develops refuge site plans that offer and include a seamless visual experience through the use of uniform design and materials that link all visitor facilities from entry to exit including decks, platforms, trails, buildings and landscaping.

Public Safety
With the assistance of Regional Visitor Services and Regional Refuge Law Enforcement staff, coordinates public safety issues with the law enforcement program, identifies and addresses public safety issues and concerns, such as facility conditions and potential hazards, and ensures that appropriate visitor safety and education information is communicated through media such as brochures, visitor contacts, and signage. Participates in the development and implementation of the refuge's Law Enforcement Plan.

Legislation and Policy
Interprets Visitor Service policy and legislation and implements it on the refuge.
With the assistance of Regional Visitor Services and refuge staff, develops refuge specific policy, procedures, programs and operating systems in regards to visitor services reflecting national and regional policy.
May participate on teams addressing regional VS issues.

In order to qualify for this position you must possess both the Minimum Qualification.


Minimum Qualification [GS-11]

  1. One year of specialized experience comparable in scope and responsibility equivalent to grade GS-09 in the Federal service. Experience includes 1) planning, administering, and managing visitor services activities; 2) creating and implementing new recreational and/or educational opportunities, programs and services for visitors: 3) ensuring that visitor facilities and programs meet all regulatory requirements (safety, accessibility, historical preservation, etc.) and programmatic goals and objectives; 4) managing a Natural Resource or Public Land's program budget and ensuring proper use of funds; 5) developing and maintaining cooperative relationships with the public, educational institutions, non-profit organizations, and governmental agencies to promote the programs/services of a park/refuge and/or to partner on collaborative projects." OR
  2. Three (3) years of progressively higher level graduate education or Ph.D. or equivalent doctoral degree related to the occupation. Major study: natural resource management, natural sciences, earth sciences, history, archeology, anthropology, park and recreation management, law enforcement/police science, social sciences, museum sciences, business administration, public administration, behavioral sciences, sociology, or other closely related subjects pertinent to the management and protection of natural and cultural resources. NOTE: Transcripts required.
  3. Have a combination of graduate level education as described above and specialized experience as described above which, when computed as percentages of their respective requirements, total at least 100% of the qualifications required. Only graduate education in excess of the first full year may be used in this calculation. do not possess any of the qualifications listed above.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Time In Grade Requirement: Applicants must meet both eligibility and qualification requirements for the position of interest by the closing date of the JOA. Specifically,

PCS INFORMATION:
Yes, entitlements for payment of basic moving expenses, as required and to the extent allowed by the Federal Travel Regulation (FTR) 302-3.101, are authorized for eligible applicants changing duty station when the change meets the distance tests as provided in FTR 302-1.1 and 302-2.6. This vacancy will utilize a multiple hurdle assessment process to determine the qualifications of applicants.
