Incumbents support administrative and management services for programs and forest units, in addition to providing supervisory duties (20% or less of the time) to admin operations/personnel.

Duties

Help
  • Serves as the primary resource for assessing needs and developing plans to meet the administrative and operational requirements of the unit.
  • Makes recommendations for operating procedures and guidance pertaining to administrative management operating practices and shares final procedures/guidance with employees as required.
  • Assists in the development of administrative plans and procedures to manage and assess the impact of new and on-going guidance as they apply to unit programs.
  • Develops workforce plans for hiring and management of personnel.
  • Reviews guidance and other program requirements to ensure there is accountability and reporting systems to address the specific needs.
  • Prepares recommendations and forecasts impacts of potential program modifications.
  • Identifies potential problems and brings them to the attention of appropriate staff for action.
  • Determines the impact of new guidance and procedures provided by the Regional Office.
  • Coordinates with subunit administrative points of contact and supports them in administrative functions.
  • Provides visitors with accurate and complete information that pertains to recreational opportunities, educational information, local area information, guides and pamphlets.
  • Oversees front desk operations, which includes the sale of passes and permits, oversight and collection of monies from visitors.
  • Serves as unit Homeland Security Presidential Directive (HSPD) 12/Lincpass point-of-contact.
  • Coordinates and oversees all unit property listings such as cell phones, tablets, etc.
  • Coordinates the accounting for and disposal of inventory, real and personal property, and financial assets on the unit.
  • Serves as central point of contact for information on a variety of administrative functions, procedures and requirements on the unit.
  • Provides technical assistance, advice and guidance regarding records management policies and procedures to the Forest.
  • Supervisory Duties (20% or less of the time).

Qualifications

In order to qualify, you must meet the eligibility and qualifications requirements as defined below by the closing date of the announcement. For more information on the qualifications for this position, visit the Office of Personnel Management's General Schedule Qualification Standards.

Specialized Experience Requirement:

For the GS-09: Applicants must have one year specialized experience equivalent to the GS-07 in the Federal service. Qualifying specialized experience includes meeting one or more of the following:
Performed a wide variety of analytical administrative support work, office management and related activities; Reviewed, evaluated, and assisted with implementing approved, or modifying existing policies and coordinating required management actions; Reviewed and evaluated policies and made administrative changes as directed; Accessed restricted Human Resource Information Systems to research and obtain data and reports as requested; Applied an in-depth knowledge of office automation, software applications; Oversight of units records and file management.

OR

A Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related;

OR

An appropriate combination of specialized experience and education (only graduate education in excess of 18 semester hours may be used to qualify applicants for this grade level). The education must have been obtained in an accredited college or university and demonstrate the knowledge, skills, and abilities necessary to do the work.

Work Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

TIME IN GRADE REQUIREMENT: If you are a current federal employee in the General Schedule (GS) pay plan and applying for a promotion opportunity, you must meet time-in-grade (TIG) requirements of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled. This requirement must be met by the closing date of this announcement.

Additional information

Career Transition Assistance Plan (CTAP), Reemployment Priority List (RPL) or Interagency Career Transition Assistance Plan (ICTAP): To exercise selection priority for this vacancy, CTAP/RPL/ICTAP candidates must meet the basic eligibility requirements and all selective factors. CTAP/ICTAP candidates must be rated and determined to be well qualified (or above) based on an evaluation of the competencies listed in the How You Will Be Evaluated section. When assessed through a score-based category rating method, CTAP/ICTAP applicants must receive a rating of at least 85 out of a possible 100.
