Duties

Help

Performs first level management functions including but not limited to the following fields: engineering, Provisioning, and Logistics Management Specialists. Managerial duties typically affect employees in one organizational unit, and include: setting priorities; assigning tasks; monitoring and evaluating performance; coaching and developing employee capabilities; approving leave; and taking or recommending corrective/disciplinary action, as appropriate.

Directs the use of state-of-the-art engineering concepts related to the research, development, design, maintenance and acquisition of complex and highly integrated and advanced equipment and systems required for establishing and maintaining safe, efficient, productive, and cost effective operation of the National Airspace System (NAS). Directs the design/redesign, development, and conduct of complex independent/inter-dependent engineering studies (e.g., supportability and sustainability, feasibility, life-cycle costing, efficiency, risk analysis, cost benefit, and other engineering economics studies). Formulates, defines, and develops standards, requirements, and criteria for complex systems. Directs the application of principles and practices of engineering to issues or problems which must be integrated with specific geographic, environmental, and security factors, as well as the characteristics and configurations of the systems involved.

Directs a team that is multi-disciplinary, and responsible for developing engineering approaches and methodologies for resolving issues related to customer's systems. Coordinates with and provides technical assistance to other Group employees and internal/external customers to define basic and contingent supportability/sustainability requirements, resource requirements, priorities, funding, and system costs. Directs or participates in interdisciplinary teams of technical experts to research, develop, test, acquire, and/or implement engineering solutions that impact Government requirements. Initiates and directs comprehensive reviews of existing or proposed major projects, identifies existing or potential problems, proposes alternatives, and negotiates resolutions. Directs the development of engineering, technical, supply chain and logistics policies, standards, and work instructions with respect to the efficiency, desirability, performance, and similar aspects of Government programs which have national and international impact. Makes engineering, technical and supply support decisions that affect the policies, programs, and operations of FAA and some external organizational elements.

Directs, mentors and supports employees in the completion of their tasks in areas such as: providing technical and logistical expertise for Automation/Communication systems and other complex equipment, providing technical services for other Agencies and organizations, programs, systems, equipment and parts, providing technical services for automated test equipment and personal computers, performing process improvement initiatives, executing Quality Management System, EOSH and ISO activities, collaborating in the specification of parts purchasing and commercial repair activities, performing first article testing and quality inspections of parts, determining technical life-cycle logistics supply support strategies for systems and other complex equipment, assisting in executing a part obsolescence program, performing reverse/sustainment engineering, executing designs/modifications, assisting with part substitutions by form, fit and function and supportability reviews determining technical requirements for life cycle integrated logistics support planning, defining the Auto/Comm's MRO activities in support the systems of it and other Groups including specification of test beds, test equipment and support equipment, and specification of requirements for the procurement, installation, operation, maintenance, repair, test procedures/programs for those test beds.

Qualifications

Basic Requirements:

A. Degree: Engineering. To be acceptable, the program must: (1) lead to a bachelor’s degree in a school of engineering with at least one program accredited by ABET; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics.

OR

B. Combination of education and experience - college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by one of the following:

1. Professional registration or licensure -- Current registration as an Engineer Intern (EI), Engineer in Training (EIT)1, or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Absent other means of qualifying under this standard, those applicants who achieved such registration by means other than written test (e.g., State grandfather or eminence provisions) are eligible only for positions that are within or closely related to the specialty field of their registration. For example, an applicant who attains registration through a State Board's eminence provision as a manufacturing engineer typically would be rated eligible only for manufacturing engineering positions.

2. Written Test -- Evidence of having successfully passed the Fundamentals of Engineering (FE)2 examination or any other written test required for professional registration by an engineering licensure board in the various States, the District of Columbia, Guam, and Puerto Rico.

3. Specified academic courses -- Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and that included the courses specified in the basic requirements under paragraph A. The courses must be fully acceptable toward meeting the requirements of an engineering program as described in paragraph A.

4. Related curriculum -- Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor’s degree in engineering, provided the applicant has had at least 1 year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions. (The above examples of related curricula are not all-inclusive.)

Note: An applicant who meets the basic requirements as specified in A or B above, except as noted under B.1., may qualify for positions in any branch of engineering unless selective factors indicate otherwise.

IN ADDITION TO THE ABOVE BASIC REQUIREMENT:

To qualify at the FV-J (FG/GS 14) level, you must demonstrate in your application you possess one (1) year of Specialized Experience equivalent to the FV-I (FG/GS 13) level. Specialized experience is experience that has equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position and that is typically in or related to the work of the position to be filled.

Specialized Experience includes experience directing the design/redesign and development of complex engineering studies; Formulates, defines, and develops standards, requirements, and criteria for complex systems; Directs the development of engineering, technical, supply chain and logistics policies, standards, and work instructions; Reviewing and editing reports or contractual documents for final approval prior to external distribution; and presents briefings to obtain consensus/approval on policies.
