Summary

This position serves as a Director in the OIG's Office of Inspections (JE). JE conducts systematic and independent assessments of GSA's operations, programs, and policies, and makes recommendations for improvement. Inspections may include an assessment of efficiency, effectiveness, impact, and sustainability of any Agency operation, program, or policy. JE also formulates, directs, and coordinates quality assurance for the OIG.

Duties

Help

As a Director in the Office of Inspections, you will be responsible for a broad series of related and highly complex program functions including, but not necessarily limited to, the following:

  • Managing and directing an administrative and technical support program related to the operations and accomplishments of the inspections and evaluations program; administrative controls, processes, policies and procedures; information analysis, needs and delivery systems; and training
  • Administrative process reports related to the usage and allocation of travel and overtime funds and the budget, personnel and staffing of the Office Inspections
  • Technical support and information needs related to the technologies acquired and used to accomplish the inspection mission.

  • Serve a one year probationary period, if required.
  • Undergo and pass a background investigation (Tier 5 investigation level).
  • Have your identity and work status eligibility verified if you are not a GSA employee.  We will use the Department of Homeland Security’s e-Verify system for this. Any discrepancies must be resolved as a condition of continued employment.
  • Complete a financial disclosure report to verify that no conflict, or an appearance of conflict, exists between your financial interest and this position
  • Serve a one year supervisory or managerial probationary period, if required

Qualifications

The GS-15 salary range starts at $155,700 per year. If you are a new federal employee, your starting salary will likely be set at the Step 1 of the grade for which you are selected.  

BASIC REQUIREMENTS FOR PERFORMANCE AUDITORS:  
You must have either A or B:

A. Degree in auditing, or in a related field such as business administration, finance, public administration or accounting.
OR
B. Combination of education and experience: at least 4 years of experience in Performance Auditing, or an equivalent combination of performance auditing experience, college-level education, and training that provided professional auditing knowledge. The applicant's background must also include one of the following:

  1. A certificate as a Certified Internal Auditor or a Certified Public Accountant, obtained through written examination (you must provide proof with your application); or
  2. Completion of the requirements for a degree that included substantial course work in auditing or accounting, e.g., 15 semester hours.


GS-15 QUALIFICATION REQUIREMENTS:
In addition to the Basic Requirements for Performance Auditors
, you must have at least one year of specialized experience equivalent to the GS-14 level in the Federal service. Specialized experience is defined as experience directing teams conducting complex performance audits applying the Generally Accepted Government Auditing Standards (GAGAS) or complex inspections and evaluations applying the Council of Inspectors General for Integrity and Efficiency (CIGIE) Quality Standards for Inspection and Evaluation; leading the analysis and evaluation of management issues and problems relating to regional and national operating programs, systems, work processes, internal controls, and quality assurance; and developing strong recommendations and alternative solutions in response to findings.

This position has a positive education requirement: Applicants must submit a copy of their college or university transcript(s) and certificates by the closing date of announcements to verify qualifications. If selected, an official transcript will be required prior to appointment.

  • Professional knowledge of the theory, concepts, principles, techniques, and practices of auditing as required by Generally Accepted Government Auditing Standards (GAGAS), OIG policies, and Council of Inspectors General on Integrity and Efficiency (CIGIE) Quality Standards for Inspections and Evaluations.
  • Skill in the application of advanced inspection and evaluation techniques and the development of creative solutions to reported problem areas.
  • Ability to supervise and direct a broad series of related and highly complex inspection and evaluation program functions.

Additional hurdle assessments, such as narrative responses or other assessments, may be administered to applicants who meet the requirements of the first hurdle, e.g., the minimum qualification requirements. If additional assessments are used, you will be provided with further instructions.

Consideration will be given to performance appraisals and incentive awards in merit promotion selection decisions in accordance with 5 CFR 335.103(b)(3). You should list any relevant performance appraisals and incentive awards in your resume so that information will be taken into consideration during the selection process.  If selected, you may be required to provide supporting documentation.
