Duties may include, but are not limited to the following:

The incumbent performs staff work involved in administering and managing BLS cooperative agreements (CAs) with State agencies and inter- and intra-agency agreements (IAs) with other Federal agencies.

  • Participates with senior staff in preparing the CA application package which requires interaction with program offices and Office of Field Operations staff.
  • Reviews the CA applications submitted by grantees and notifies senior staff of non-compliance with requirements, and reviews budget information to ensure the appropriate award and funding level.
  • Uses budget and award data to issue obligational authority to grantees; ensures proper posting of obligations to the departmental accounting system, the New Core Financial Management System (NCFMS) and the Health and Human Services (HHS) Payment Management System (PMS)
  • Uses departmental grants management system to monitor grantees' use of funds and prepares electronic spreadsheets using data from this system to provide information to management on funds utilization, cost per staff years expended, and other analysis.
  • Reviews and processes modifications to CAs that add obligational authority or deobligate potentially surplus funds in order to ensure full utilization of funds, and ensures proper posting to NCFMS and HHS-PMS.

Qualifications

Minimum Qualifications: Applicants must meet at least one of the following GS-09 requirements for education, specialized experience, or a combination of education and specialized experience.

GS-09 Requirements

1) Education

  • Master's or equivalent graduate degree, or
  • 2 years of progressively higher-level graduate education leading to such a degree, or LL.B. or J.D.
OR

2) Specialized Experience: One year of specialized experience equivalent in scope and responsibility to the next lower grade level (GS-07) in the Federal Service. This experience must have equipped the applicant with the particular knowledge, skills, and abilities needed to successfully perform the duties of the position. This paid or unpaid experience may have been obtained in the private or public sector. Specialized experience at this level is defined as one of the following:
  • Utilizing financial and administrative systems to manage grant programs and other funds distributed to recipients, as well as grants management policies, procedures, and guidance, to assist senior analysts;
  • Reconciling financial information in various systems using the principles and procedures for budget and accounting;
  • Preparing draft memoranda, guidance, training materials, and/or correspondence related to financial management;
  • Presenting findings on financial management topics to senior analysts, supervisors or higher-level managers
OR

3) Combination of Education and Specialized Experience
  • Graduate education (more than one year but less than two) and specialized experience as required for the GS-09 (less than one year) that when combined totals one year. Only graduate education beyond the first year (18 semester hours or quarter hour equivalent) can be combined with experience to total one year

To be eligible for an appointment, you must meet requirements A. or B.

A. Completed all requirements for an associate, bachelor, master, professional, doctorate, vocational, or technical degree or certificate from a qualifying educational institution within the previous two years;

or

B. Was released or discharged from active duty within the previous two years, where the applicant is a veteran who, due to a military service obligation, was precluded from applying for a recent graduate position during any portion of the two-year eligibility period following completion of his/her degree or certificate requirements, provided that not more than six years have transpired since the applicant completed the requirements for a degree or certification. You must submit an academic transcript from your academic institution showing the date that you most recently completed the academic requirements described above. Any applicant falsely claiming an academic degree from an accredited school will be subject to actions ranging from disqualification from federal employment to removal from federal service.

Additional information

This is an appointment under the DOL Recent Graduates program. The program duration is one year. Upon successful completion of the program and at the agency's discretion, the appointee may be converted to a term or permanent position in the competitive service.

The entire duration of the Recent Graduate Appointment constitutes a trial period.

This position is inside the bargaining unit. If the duty location is within the Washington, D.C. metropolitan area, the position will be included in the Local 12, AFGE bargaining unit. If the duty location is outside the Washington, D.C. metropolitan area, the position will be included in the NCFLL bargaining unit.

The appointee must be a U.S. citizen in order to be eligible for conversion to a permanent position in the competitive service upon completion of the program.
