The individual selected for this position will

  • Serve as the 2nd level supervisor managing the Division through one or more Branch Chiefs. Responsible for strategic planning for the Division and the associated business product line.
  • Coordinate requirements with business customers to determine which products will be developed or modernized; the feasibility of new technology to provide capabilities that meet business requirements; and how legacy products will be retired.
  • Work with business unit customers to prioritize and justify funding levels for continuous improvement and delivery of operational capabilities.
  • Establish, develop, and maintain effective working relationships with other organizations both within and outside of OCIO and the agency.
The physical worksite for this position is located in Alexandria, Virginia. This position is telework eligible per agency and business unit discretion/policy.

TW5T: Remote (TEAP-over 50 mile straight line distance from USPTO Alexandria, VA Campus)
  • This position is eligible for fully remote work anywhere within the 50 United States, District of Columbia, and Puerto Rico. There is no reporting requirement.
  • The duty station is the authorized telework location (typically your home address) and locality pay is adjusted appropriately.

Qualifications

You must meet the United States Office of Personnel Management's (OPM) qualification requirements (including specialized experience and/or educational requirements) for the advertised position. You must meet all eligibility and qualifications requirements by the closing date of the job announcement. Specialized Experienceis experience that has equipped applicants with the particular knowledge, skills and abilities to successfully perform the duties of the position, and that is typically in or related to the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level in the federal service. For this position, the next lower grade level is a GS-14.

Applicants must have 1 year of specialized experience at a level of difficulty and responsibility equivalent to the GS-14 grade level in the Federal service. Specialized experience for this position includes:

  • Experience supervising DevSecOps teams utilizing the Agile methodology with frameworks such as Scrum, Kanban, Lean or other industry equivalent frameworks.
AND
  • Experience managing budget portfolios for software development products and general resource allocation.
AND
  • Experience evaluating business requirements and providing detailed technical guidance to eliminate inefficiencies and resolve technical problems (e.g., Technical Debt, System Vulnerabilities, or Modernization).
AND
  • Experience developing strategy to meet strategic and business organizational goals.
In addition to specialized experience: For all positions individuals must have IT-related experience demonstrating each of the four competencies listed below. The employing agency is responsible for identifying the specific level of proficiency required for each competency at each grade level based on the requirements of the position being filled.
  1. Attention to Detail - Is thorough when performing work and conscientious about attending to detail.
  2. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services.
  3. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.
  4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education may not be substituted for experience at this grade level.
