Summary

Help

Serves as a nationally recognized expert for energy and water conservation in Central Office (headquarters) and, in this capacity, manages energy and water efficiency across the GSA portfolio while administering the system of record for all energy, water, and sustainability data in GSA-operated leased and owned buildings. The program manager evaluates National energy/water usage, oversees regional implementation of energy projects and initiatives, and routinely represents Agency progress to key external stakeholders, such as the Department of Energy, Office of Management and Budget and Council on Environmental Quality. Additionally, the specialist serves as a team lead overseeing special projects involving cross-functional technical working groups, such as the development of custom/power reports using Power BI, as well as prioritizing and implementing enhancements to the system of record.

  • Provides technical energy expertise to GSA personnel and is called upon to review and/or assess problematic or potentially controversial situations which are extraordinary, unique or otherwise contentious in nature.
  • Applies a wide range of qualitative, and/or quantitative methods to assess and improve energy conservation program effectiveness and/or complex management processes, projects and systems. Reviews specific goals and objectives; monitors the sequence and timing of key energy related program events and milestones and evaluates overall energy program accomplishment and significant contributions in terms of agency energy reduction goals.
  • Provides leadership, expert assistance and authoritative advice on interpretation of governing policy in the area of energy and energy conservation. Researches the most sensitive, complex or otherwise controversial issues, utilizing all resources available. In those cases where existing agency policy does not cover the problem or issue under review, employee consults references such as United States Code and the Code of Federal Regulations, Comptroller General and GAO audit decisions, and other legal precedents available; interprets these legal sources, and develops definitive policy recommendations based on extensive analysis. Findings and recommendations ensure that agency policy remains in conformance with ongoing governmental, Presidential and/or Congressional initiatives.
  • Develops and implements new policy. processes, initiatives, new or revises current procedures to support the roll out of new business applications, for the national energy program.  Designs and delivers training to PBS staff within the Central Office and throughout the Agency to PBS regional staffs involved in energy management activity.

The GS-14salary range starts at $116,393 per year.  If you are a new federal employee, your starting salary will likely be set at the Step 1 of the grade for which you are selected.  

To qualify, you must have at least one year of specialized experience equivalent to the GS-13 level or higher in the Federal service. Specialized experience is evaluating National energy/water usage, overseeing regional implementation of energy projects and initiatives, and routinely representing Agency progress to key external stakeholders, such as the Department of Energy, Office of Management and Budget and Council on Environmental Quality.

It is preferred that you have: Certified Energy Manager (designation), environmental/sustainability policy, or energy (sustainability) engineer experience or energy engineering degree.

How you will be evaluated

You will be evaluated for this job based on how well you meet the qualifications above.

You will be evaluated on the questions you answer during the application process, which will measure your overall possession of the following competencies or knowledge, skills, and abilities.  Your responses to these questions must be supported by your resume or your score may be lowered.

  • Mastery of the energy and energy engineering field with the ability to apply experimental theories and new developments to problems not susceptible to treatment by accepted methods and to make decisions or recommendations significantly changing, interpreting or developing important public policies or programs related to energy.
  • Comprehensive analytical skills to apply a wide range of qualitative and/or quantitative methods for the assessment and improvement of the energy program effectiveness.
  • Knowledge of the agency's missions, programs and legislative history to develop and advise on policies to implement energy reduction goals.
  • Expert knowledge of energy and energy engineering, its governing laws, regulations, methodologies and/or policies to provide sound and authoritative technical guidance on all issues related to the energy program
