Summary

Under a part-time position, the incumbent will provide women's health care to high-risk mothers, newborns; educate, counsel and provide advisory services to other health care professionals.

Help

  • Provides independent, preventative, therapeutic and comprehensive obstetric and gynecologic care.
  • Manages the care of women during the prenatal, intra-partum and post-partum period, and provides teaching, counseling and support to patients.
  • Provides on-call services and midwife/women's health care in the clinic, hospital, emergency department and outreach settings.
  • Performs or requests special screening and laboratory tests and interprets results.
  • Collaborates with Obstetricians and Gynecologists when caring for women's health care.

Measles and Rubella immunization required for selectees born after 1957 and seasonal influenza immunization is required for all staff working in Indian Health Service health care facilities.

Background Investigation: If you are selected for this vacancy, you must undergo a pre-employment fingerprint check and background investigation. Qualifications

To qualify for this position, your resume must state sufficient experience and/or education, to perform the duties of the specific position for which you are applying.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; social). You will receive credit for all qualifying experience, including volunteer and part time experience. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

BASIC REQUIREMENT(S):
Individual Occupational Requirement (IOR)

Education: Successfully completed a graduate or higher level degree in nursing from an accredited educational program in the area of expertise or specialty indicated by the position.

Licensure: In order to qualify for this position, applicants must have passed the National Council Licensure Examination. In addition, they must possess a current, active, full, and unrestricted license or registration as a professional nurse from a State, the District of Columbia, the Commonwealth of Puerto Rico, or a territory of the United States.

Additional License Requirement for Advanced Practice Nurse Positions: In order to qualify for this position, applicants must be licensed or registered by a State, the District of Columbia, the Commonwealth of Puerto Rico, or a territory of the United States in the clinical specialty required by the position.

In addition, to the Basic Requirements, you must also meet the Minimum Qualifications stated below-

MINIMUM QUALIFICATIONS:
Your resume must demonstrate at least one (1) year of specialized experience equivalent to at least the next lower grade level in the Federal service obtained in either the private or public sector performing the following type of work and/or tasks:

GS-09: One (1) one full year of professional nursing experience (equivalent to the GS-7 grade level or above) and possession of a diploma, associate degree, or Bachelor of Science degree in Nursing from a professional nursing program. Examples of experience include: Provides Midwifery Services under supervision. Manages the care of women during the prenatal, intrapartum and post-partum period, provides family planning, gynecological care, counseling, health education and preventive services.
OR
Master's degree in professional nursing.

GS-11: One (1) full year of professional nursing experience (equivalent to the GS-9 grade level) and possession of a diploma, bachelor's degree, or master's degree from a professional nursing educational program. Examples Include: Perform well women exams, assess patients and deliveries of newborns. Provide primary health care to the community with emphasis on reproductive health, primary management of antepartum, postpartum, gynecology, family planning and STD/HIV care. Recognize and promptly respond to obstetric complications and emergencies; provide initial urgent management. Manage routine low risk pregnant patients and work with consulting Obstetrician in the management of high risk pregnant patients.
OR
PhD or equivalent doctoral degree from a professional nursing educational program or related medical science field.

GS-12: One (1) full year of professional nurse midwife experience (equivalent to the GS-11 grade level or above) and possession of a diploma, associate degree, or Bachelor of Science degree in Nursing from a professional nursing program. Examples of experience include: Provide full spectrum midwifery services. Triage patients, assess and provide a treatment plan. Perform complete well women, maternity (OB/GYN), and new born assessments. Manage the care of women during the prenatal, intra-partum and post-partum period, provide family planning, gynecological care, counseling, health education and preventive services. Perform follow-up examinations.

Additional information

Per IHS policy (SGM 21-04) IHS selectees to positions located in Federally operated hospitals, health centers, and clinics must be fully vaccinated for COVID-19 before entry on duty or have IHS approve a medical or religious exemption. If an exemption is approved then wearing a face mask and regular testing for COVID-19 will be required. Your Human Resources Specialist will provide a list of documents acceptable as vaccination proof and instructions on how to submit your vaccination documentation or how to request a medical or religious exemption, if needed.

Federal Employees earn annual leave at a rate (4, 6 or 8 hours per pay period) which is based on the number of years they have served as a Federal employee. IHS may offer newly-appointed Federal employees credit for their directly related previous non-federal experience or active duty uniformed military service. This credited service can be used in determining the rate at which they earn annual leave.

Promotion to the next grade level is at management's discretion and is based on your demonstrated ability to perform the higher level duties, the continuing need for the higher level duties, and "Regulatory/Administrative" approval.
