Summary

This position is located in Partnerships and Civic Engagement, in the Conservation and Outdoor Recreation Division.

The primary purpose of this position is to complete a variety of well-precedented developmental projects and assignments related to the management and coordination of the NPS National Hydropower Assistance Program.

Help

The major duties of the Outdoor Recreation Planner position include, but are not limited to, the following:

  • National Program Operations and Administration Support: Serves as a national-level principal coordinator and representative for the NPS Hydropower Assistance Program developing workplans, providing database management, implementing performance accountability initiatives, leading project analysis, conducting evaluation of program services, and identifying and implementing trainings, programs, and offerings.
  • Technical Assistance and Project Support: Serves as subject matter expert in hydropower and the Federal Energy Commission hydropower licensing process providing comprehensive technical assistance and guidance to parks and programs, leading review of studies and environmental documents, making recommendations for necessary mitigation and enhancement measures, and collaborating with others to build consensus and develop broadly supported recommendations in hydropower projects.
  • Information Sharing, Coordination, and Collaboration: Provide NPS representation at national and regional meetings; present technical or policy information; serve on or lead project-level teams, work groups, or committees; outreach and collaborate with other NPS park and program leads, agencies or organizations, and licensing participants; develop and maintain effective working relationships; and develop and share useful tools and resources related to outdoor river-related recreation planning, river protection, natural resource management, and sustainable environmental management.
Duties will be developmental in nature when filled below the full performance level.

  • You may be required to travel overnight away from home up to 5 nights per month. You must obtain a government charge card for travel purposes.

Qualifications

All qualifications must be met by the closing date of this announcement-09/20/2023-unless otherwise stated in this vacancy announcement.

Credit will be given for all appropriate qualifying experience. For current Federal employees, if hours worked per week are not included on your resume, you must submit a non-award SF-50 as part of your application to be used to validate your work schedule and determine the amount of specialized experience that you will be granted. An award SF-50 will not be acceptable documentation for which to consider your amount of qualifying experience. For all other applicants who are not current federal employees, your resume must state either "full-time" (or "40 hours a week") or "part-time" with the number of hours worked per week to ensure proper crediting of specialized experience.

For periods of time that reflect military service, the DD-214 or Statement of Service is sufficient to meet the full and/or part-time hours requirement as the service dates will be reflected.

To qualify for the Outdoor Recreation Planner position at the GS-09 grade, you must meet the following minimum qualifications by the closing date of this announcement:

  • EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-07 grade level in the Federal service (obtained in either the public or private sectors). This experience includes activities such as: (1) Professional experience or training in river processes, river geomorphology, and natural resource management. (2) Professional expertise in community planning and applying river recreation, environmental analysis, and mitigation principles. (3) Professional experience in working with conservation and outdoor recreation agencies. (4) Interpret and apply Federal regulations and policies relevant to hydropower and river conservation and regulation. (5) Communicate effectively (both written and verbal) to individuals, groups, and organizations. You must include hours per week worked. -OR-
  • EDUCATION: Successful completion of at least a Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related. Major study must be outdoor recreation planning or a related field such as: sociology, forestry, landscape architecture, economics, biological science, park administration, earth science, natural resource management and conservation, civil engineering, urban planning, or recreation. Applicants who qualify on the basis of graduate work in related disciplines must have one or more courses in outdoor recreation. You must include transcripts.-OR-
  • Successful completion of a combination of education and experience as described above. To combine education and experience, first take the number of months of applicable graduate level education and divide by 24 months. Then take the number of months of full time experience and divide by 12 months. Add the percentages together. The total must equal at least 100 percent to qualify. You must include transcripts.
You must include months, years and hours per week worked to receive credit for your work and/or volunteer experience. One year of specialized experience is equivalent to 12 months at 40 hours per week. Part-time hours are prorated. You will not receive any credit for experience that does not indicate exact hours per week or is listed as "varies". Experience listed as full-time will be credited at 40 hours per week.

Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education

To qualify based on education, you must submit a legible copy of transcripts from an accredited institution with your name, school name, credit hours, course level, major(s), and grade-point average or class ranking. Transcripts do not need to be official, but if you are selected for this position and you used your education to qualify, you must provide official transcripts before you begin work.

If you are using education completed in foreign colleges or universities to meet qualification requirements, you must show that your education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.

Physical Demands: The work is mostly sedentary. The incumbent is expected to participate in meetings and field visits in a variety of settings including urban, suburban, and rural. Walking, bending, carrying, stooping, and at times, hiking, and paddling with the use of rafts, kayaks and canoes, is expected. Travel may be frequent, including evenings and involves the normal risks and discomforts of automobile, bus, rail, or air transportation travel.

Working Conditions: Work is performed primarily in an office environment, meeting room, or similar setting. Some field work, outdoor recreation activity participation and travel are required where appropriate safety precautions will be necessary.
