The Executive Office for United States Attorneys (EOUSA) provides executive and administrative support for the 93 United States Attorneys located throughout the 50 states, the District of Columbia, Guam, the Marianas Islands, Puerto Rico, and the U. S. Virgin Islands. Such support includes legal education, administrative oversight, technical support, and the creation of uniform policies, among other responsibilities. EOUSA was created on April 6, 1953, by Attorney General Order No. 8-53.

As Director, Executive Office for United States Attorneys, you will be responsible for providing policy liaison and support between the Attorney General, the Deputy Attorney General and the United States Attorneys; coordination of policy development and activity between the headquarters' divisions and the United States Attorneys; and executive assistance and supervision of the United States Attorneys. More specifically you will:

  1. Provide general executive assistance and supervision to the U.S. Attorney's Offices (USAOs).
  2. Oversee the evaluation of the performance of USAOs, including making appropriate reports and inspections and taking corrective action where indicated.
  3. Supervise the provision of training to USAO personnel (including prosecutors, civil litigators, eLitigation specialists, and support staff) through the supervision of the Office of Legal Education and the issuance of written guidance.
  4. Provide support to the Deputy Attorney General regarding United States Attorney appointments.
  5. Provide the Attorney General's Advisory Committee of United States Attorneys (AGAC) with such assistance and funds as necessary to carry out AGAC's responsibilities.
  6. Supervise the provision of legal advice and opinions to USAOs in the areas of recusals, cross-designations, outside activities, representation, allegations of misconduct, adverse actions, grievances, labor relations, and ethical and conflict-of-interest questions.
  7. Supervise the provision of administrative and management oversight to USAOs in the areas of facilities management, support service programs, security programs, litigation support, information technology, cybersecurity, and victim/witness assistance.
  8. Establish policy and procedures for the satisfaction, collection, or recovery of criminal fines, special assessments, penalties, interest, bail bond forfeitures, restitution, and court costs in criminal cases consistent with 28 CFR 0.171.
  9. Other duties necessary to carry out the mission and functions of EOUSA.

Conditions of Employment:

  1. You must be a United States Citizen or National.
  2. Veterans' preference is not applicable to the Senior Executive Service.
  3. Selective Service registration is required for males born on, or after, December 31st, 1959. Those not registered should have an approved exemption on file.
  4. You will be required to complete a pre-employment security investigation and background check for the security level designated for this position.
  5. You will be required to undergo a drug screening and obtain favorable results prior to being appointed.
  6. You may be subject to a one-year probationary period effective from the date in which you are appointed.
  7. This position requires you to submit a Public Financial Disclosure Report (OGE 278) upon entry, and annually thereafter in accordance with DOJ and Federal ethics guidelines.

As a basic requirement for entry into the SES, applicants must provide evidence of progressively responsible leadership experience that is indicative of senior executive level management capability and directly related to the skills and abilities outlined under the Mandatory Technical Qualifications and Executive Core Qualifications.

Executive Core Qualifications (ECQ)

OPM has identified five ECQs. The ECQs define the competencies needed to build a federal corporate culture that drives for results, serves customers, and builds successful teams and coalitions within and outside the organization. The ECQs are required for entry to the Senior Executive Service and are used in selection, performance management, and leadership development for management and executive positions. Your resume must demonstrate evidence of all 5 ECQs below through your work experience.

  • ECQ1 - LEADING CHANGE: This core qualification involves the ability to bring about strategic change, both within and outside the organization, to meet organizational goals. Inherent to this ECQ is the ability to establish an organizational vision and to implement it in a continuously changing environment.
  • ECQ2 - LEADING PEOPLE: This core qualification involves the ability to lead people toward meeting the organization's vision, mission, and goals. Inherent to this ECQ is the ability to provide an inclusive workplace that fosters the development of others, facilitates cooperation and teamwork, and supports constructive resolution of conflicts.
  • ECQ3 - RESULTS DRIVEN: This core qualification involves the ability to meet organizational goals. Inherent to this ECQ is the ability to make decisions that produce high-quality results by applying technical knowledge, analyzing problems, and calculating risks.
  • ECQ4 - BUSINESS ACUMEN: This core qualification involves the ability to manage human, financial, and information resources strategically.
  • ECQ5 - BUILDING COALITIONS: This core qualification involves the ability to build coalitions internally and with other Federal agencies, State and local governments, nonprofit and private sector organizations, foreign governments, or international organizations to achieve common goals.

Mandatory Technical Qualification (MTQ)

MTQs refer to the mandatory skills you must have to qualify for a high position. In addition to the ECQs, your resume must demonstrate evidence that you possess the necessary technical skillset for this position. The MTQs for this position are:
  • MTQ 1 - Demonstrated experience in senior management roles that contributes to effective strategic planning, policy development, and execution of major new policies, programs, and/or initiatives.
  • MTQ 2 - Demonstrated ability to communicate and collaborate with prosecutors, policymakers, and other stakeholders whose mission is to uphold the rule of law.

Education

Applicants must possess a J.D. degree from a law school accredited by the American Bar Association, have at least 5 years of relevant post-J.D. experience, and be an active member of the bar in good standing in a state, U.S. territory, the District of Columbia, or the Commonwealth of Puerto Rico.
