Summary

The Office of the Historian (FSI/OH) publishes the Congressionally mandated Foreign Relations of the United States (FRUS) series, the official record of U.S. foreign policy; the preparation of selected documentary and narrative historical studies; the digitization, enrichment, and release of historical datasets and the institutional history of the DOS; and training of personnel in courses at the FSI. The incumbent directs the Oral History Team of the Historical Studies Division (FSI/OH/HSD).

Duties

Help
  • Directs the Office of the Historian’s Oral History Program, which requires conducting research, preparing interview questions, planning the logistics of interviews with Department of State leadership and other Department officials.
  • Manages and supervises four subordinate historians to accomplish the Office’s responsibilities to prepare and collect oral history interviews, creating research plans, conducting research in Department of State records, and preparing question sets.
  • Serves as a member of the Office's management team that advises the Historian on broad plans, strategic goals, and objectives.
  • Oversees the research and written preparation of written studies, information papers, and related historical materials derived from oral history projects and programs.

Qualifications

Applicants must meet all the required qualification requirements described below by the closing date of this announcement. If you are qualifying based on education OR if there are mandatory education requirements listed below, you MUST submit a copy of your college transcript with your application.  

NOTE: Applicants must meet time-in-grade and time after competitive appointment requirements, by the closing date of this announcement.

Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F.

Applicants must have the required experience or education as described below and meet any selective factors, when specified.

BASIC REQUIREMENTS:

Have a bachelor's or graduate degree from an accredited college or university in history;

OR

Have a bachelor's or graduate degree from an accredited college or university in a field related to history that included at least 18 semester hours in history;

OR

Have a combination of education and experience where your coursework was equivalent to a major in history, or a major in a related field, that included at least 18 semester hours in history, PLUS appropriate relevant experience OR additional education.

IN ADDITION to meeting one of the basic entry qualifications requirements listed above, the applicant MUST have at least one year of specialized experience that has equipped them with the particular knowledge, skills, and abilities to successfully perform the duties of the position. This experience is related to the work of the position and equivalent to at least the GS-13 level in the Federal service. Qualifying specialized experience must demonstrate the following: 

  • Experience in established oral history techniques, best practices, and methodology.
  • Experience in planning, researching, writing and reviewing historical research findings. 
  • Experience in conducting research and analysis of historical records relevant to current foreign policy.
  • Experience communicating orally and in writing with senior officials, SES level historians and archivists.

  • Knowledge of the history of U.S. foreign relations.
  • Ability to conduct historical research in primary source foreign relations records.
  • Knowledge of U.S. foreign relations archival collections.
  • Ability to write historical manuscripts based largely on primary source documents.
  • Ability to establish and maintain liaison with officials throughout the foreign affairs community.
