This position is located in the Department of Health and Human Services, Office of the Secretary of Health and Human Services, Office of the Assistant Secretary for Financial Resources (ASFR), Office of Budget, Division of Health Benefits and Income Support, Medicare and Program Management Branch located in Washington, District of Columbia.
Summary
This position is located in the Department of Health and Human Services, Office of the Secretary of Health and Human Services, Office of the Assistant Secretary for Financial Resources (ASFR), Office of Budget, Division of Health Benefits and Income Support, Medicare and Program Management Branch located in Washington, District of Columbia.
The Supervisory Program Analyst would serve as Chief of the Medicare and Program Management Branch, managing eight staff. Key responsibilities and duties of the Medicare and Program Management Branch include:
Analyzes policy and cost impacts of Medicare payment regulations.
Reviews and manages HHS clearance of Centers for Medicare & Medicaid (CMS) Innovation research models.
Develops legislative proposals for the annual President's Budget.
Analyzes and proposes funding recommendations for the annual $4.1 billion CMS Program Management operating budget.
Administers $40 million in annual funds to combat health care fraud and abuse.
Oversees spending activities for the $4 billion Medicare Quality Improvement Organization contract and evaluating actuarial projections for Medicare and health care spending.
Position works closely in a fast-paced, highly visible and collaborative Branch, including interactions with senior Departmental policy makers, CMS and other Department staff, Office of Management and Budget staff, Congressional Budget Office and Congressional staff. Members of the Branch regularly develop policy and budget recommendations, deliver presentations, both orally and in writing, to senior management and policy officials, including the Assistant Secretary, Deputy Secretary, and Secretary.
Performs a full range of supervisory/managerial duties and responsibilities over assigned staff to achieve operational goals and objectives.
Reviews and provides expert analysis on budget proposals, performance plans, memoranda, papers and legislative and regulatory proposals developed by staff to ensure consistency with broader contextual framework of agency, Administration and the Secretary's policies, objectives and priorities.
Develops analytical papers, briefings and other written materials for senior leadership and other officials' use in decision making and improvements to effectively implement recommendations.
Represents Senior Leadership in a wide range of capacities such as high-level meetings, discussions, and negotiations with Departmental officials, health and social service related agencies, Office of Management and Budget, Congressional Committee staff,
Congressional Budget Office and other external stakeholder groups.
Assures coverage of issues, consistency of data, and professional presentation of recommendations in order to provide the Secretary, the Deputy Secretary, the Assistant Secretary and other officials with cogent, objective decision options.

Qualifications

GS-15: You must possess at least one year of specialized experience equivalent in difficulty and responsibility to the GS-14 level in the Federal service that includes 3 out of 4 of the following: Directing, planning, analyzing, formulating, justifying, presenting, and/or executing budgets ensuring compliance with departmental priorities, Office of Management and Budget, and congressional guidelines; Analyzing and evaluating federal entitlement programs to develop policy and/or financing options; Developing or analyzing federal legislative proposals within the Executive Branch and/or in conjunction with the Congressional authorizing process; and Managing staff and/or projects to ensure internal office procedures and/or operational goals are met.
Time-in-grade: Current General Schedule (GS) federal employees, and those that have served in GS positions within the last 52 weeks, must have served 52 weeks at the next lower grade, or a combination of the next lower grade level and an equivalent band in the federal service.
