The Program Manager serves as the Manager, Integrated Safety Teams Branch, AVP-420, in the Integrated Safety Teams and Support Division, Office of Accident Investigation and Prevention, AVP. The manager performs duties to meet its customer support, program support and program development responsibilities; such as Commercial Aviation Safety Team (CAST), Aviation Safety Information Analysis and Sharing (ASIAS), and the General Aviation Joint Safety Committee (GAJSC).

Manages the work of a large, multi-level organization typically through subordinate managers. Integrates work of multiple organizations to meet strategic goals of the organization and the FAA, participates in strategic planning for the FAA, and makes commitments (program, budget, etc) for a major organization. The Program Manager is responsible for the development of integrated processes for safety teams, and organizing efforts to promote voluntary collection and sharing of safety information in support of AVS initiatives. These working groups consist of FAA executives, representatives of domestic and international airlines, manufacturers, employee groups, air traffic organizations, and others in the worldwide aviation community.

Applies knowledge of safety management systems to provide technical oversight of projects intended to improve the coordination, collection, analysis and sharing of aviation information to improve safety worldwide. Directs the work of subordinate employees for multiple organizational units/projects/programs and across multiple functions and/or disciplines within a major subdivision. Integrates work of multiple organizations to meet strategic goals of the organization and the FAA, participates in strategic planning for the FAA, and makes commitments (program, budget, etc) for a major organization. Serves as an advisor to the Division Manager on policy, management and program matters, and has an integral part of the division's decision-making apparatus.

Applies detailed knowledge of the technical aspect of the work to oversee subject matter experts (SME) that provide program support, leadership, analysis, communication, and coordination/facilitation expertise for the government/industry collaboration efforts and facilitates the operations of the following collaborative safety effort to discover and identify emerging risks: Commercial Aviation Safety Team (CAST) and its associated sub groups; General Aviation Joint Safety Committee (GAJSC) and its associated sub groups; Aviation Safety Information Analysis and Sharing (ASIAS) Executive Board (AEB) and Issue Analysis Teams (IAT); Aviation Safety InfoShare meeting; and CAST and GAJSC International Outreach. Directs staff and SMEs engage in system-wide safety risk management activities supporting the FAA’s Safety Management System (SMS), Safety Promotion and Safety Assurance components.

Serves as the servicing liaison to the Executive Director and the Deputy Executive Director of the Office of Accident Investigation and Prevention. Participates in the development of strategic management plans, business/operating plans, and resource estimates for the division. Organizes programs and activities in accordance with the mission and goals of the organization. Defines, acquires, and allocates budget, staff, and other resources to accomplish objectives for multiple organizational units/projects/ programs and across multiple functions and/or disciplines. Develops new programs to support the strategic direction of the organization.

Negotiates AVP involvement in identifying and managing participants in government and industry conferences, work groups, and other collaborative efforts. Directs efforts to support service goals and objectives through special assignments, projects and/or studies. a detailed knowledge of administrative policies and procedures; and a comprehensive understanding of the FAA.

To qualify for this position at the K-band, you must demonstrate in your application that you possess at least one year of specialized experience equivalent to FV-J, FG/GS 14 in the Federal Service. Specialized experience is experience that has equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position.

Specialized experience includes: Experience implementing or working on safety reporting programs, the promotion of safety management systems, or a safety culture.
