The incumbent of this position serves as a Supervisory Management and Program Analyst in the Quality Division of ISP.

Duties

Help

The primary purpose of this position is to manage and supervise ISP’s report review and publication program. The incumbent’s duties and responsibilities may include, but are not limited to the following:

  • Supervises and directs the editors and management analysts on the publications team.
  • Reviews draft reports to give expert advice to team leaders, team managers, and inspectors on substantive coherence, clarity, completeness, conformance with OIG/ISP leadership decisions, accuracy of tasking of recommendations, and interrelationship of the report's narrative to its recommendations, prior to review by OIG management.
  • Serves as the primary liaison between ISP and OIG’s Office of General Counsel for legal reviews and with the OIG's Office of Congressional and Public Affairs to manage and distribute inspection reports to stakeholders outside of the Department.
  • Meets with team leaders, team managers, and inspectors to suggest improvements that ensure inspection reports conform to Council of the Inspectors General on Integrity and Efficiency (CIGIE) and OIG standards. Provides guidance to ISP team leaders, managers, inspectors, and division directors on OIG and ISP report preparation processes and procedures.
  • Reviews existing and/or proposed OIG or Departmental policies related to inspections and gives input on the impact these policies might have on ISP’s report review and processing program.
  • Develops and delivers in-person training to the ISP inspector corps on report processing-related issues.
  • Contributes to ISP’s annual performance plan and the identification and tracking or performance measures related to report processing.
  • Analyzes comments made in OIG and Department reviews to identify systemic issues or problems that could be addressed through inspector training and makes suggestions for possible process improvements to ISP leadership for their consideration.
  • Keeps ISP leadership informed of the status of the report processing and publication program through regular meetings and status reports. Serves as the principal advisor to the Quality Division Director, the Deputy Assistant Inspector Generals (DAIGs), and the Assistant Inspector General on report processing issues.

  • Overtime may be required on short notice to include nights, holidays, and weekends in support of related mission requirements, as a condition of employment. Approved overtime hours will be compensated with overtime pay or compensatory time.

Qualifications

Applicants must meet all the required qualification requirements described below by the closing date of this announcement. 

NOTE: Applicants must meet time-in-grade and time after competitive appointment requirements, by the closing date of this announcement. 

Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F. 

Time-in-grade documentation: If you are applying for a higher grade and your SF-50 has an effective date within the past year, it may not clearly demonstrate you meet the 1-year time-in-grade requirement so you will need to provide an SF-50 which clearly demonstrates you meet the time-in-grade requirements (examples of appropriate SF-50s include Promotions, Within-grade Grade/Range Increases, and SF-50s with an effective date more than one year old). 

Applicants must have 1 year of specialized experience equivalent to the GS-13 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position. Qualifying specialized experience must demonstrate the following:

  • Experience in managing a report review and publication process.
  • Experience in coordinating and reviewing the work of others.
  • Experience in preparing written materials and briefing senior officials.
  • Experience in using CIGIE or other quality standards or professional standards.

In addition, applicant's experience must also demonstrate that the candidate possesses the following qualities:

  • Ability to assign, review, and supervise the work of others; 
  • Objectivity and fairness in judging people on their ability, and situations on the facts and circumstances;
  • Ability to adjust to change, work pressures, or difficult situations;
  • Willingness to consider new ideas or divergent points of view; and
  • Capacity to "see the job through".
