Summary

This Program Manager position is located in the Antarctic Infrastructure and Logistics (AIL) Section within the Office of Polar Programs in GEO. The primary purpose of the position is to coordinate all efforts related to entering into an agreement for Antarctic Science and Engineering Support as a follow-on arrangement to the Antarctic Support Contract expiring in March 2025.

This position is designated as Remote Eligible. The duty station will be determined based on the incumbent selected.

Duties

Help

As an Antarctic Science and Engineering Support Contract (ASESC) Program Manager, you will perform the following duties:

  • Identifies actions necessary to acquire the services needed under the Antarctic Science and Engineering
    Support Contract (ASESC), as defined in the solicitation and in alignment with the established acquisition objectives.
  • Develops a detailed schedule to award those services and to manage the transition from the exiting contractor to the new provider.
  • Assigns tasks and manages work appropriately to allow internal and external stakeholders to effectively meet necessary milestones. Establishes internal teams as necessary to review and evaluate solicitation and proposal material.
  • Prepares status reports, briefings, papers, and other materials necessary to keep appropriate internal stakeholders informed of progress and issues.
  • Liaises with the Division of Acquisition and Cooperative Support (DACS), the Office of General Counsel
    (OGC), and others in NSF, including arranging meetings, preparing agendas, guiding discussions to
    consensus, and then clearly documenting recommendations and decisions as needed.
  • Coordinates all efforts related to entering into an agreement for Antarctic Science and Engineering Support as a follow-on arrangement to the Antarctic Support Contract that expires in March 2025 guided by the goals of the acquisition and the mission of the Agency and the Office of Polar Programs.
  • Provides support to the Contracting Officer (CO) in all aspects of the acquisition, including the following tasks:
    • Assists the CO in ensuring all aspects of the acquisition strictly adhere to applicable contracting laws, regulations, and guidelines.
    • Identifies acquisition risks and proposes appropriate mitigation actions.
    • As needed, research issues and questions as they arise and provide recommended solutions.
    • Supports the CO in managing and executing all aspects of public-facing communications (e.g., acquisition postings, reading room content, question, and answer documents) regarding the acquisition, in accordance with laws, regulations, and best practices.
    • Liaises with vendors as assigned to arrange meetings, host site visits, hold discussions, and incorporate information into contract documentation as appropriate.
    • Contributes ideas and recommendations for effectively achieving acquisition objectives.
  • Gathers best practices from other federal agencies on the inclusion of DEI goals and objectives into
    contracting activities and recommends the application of those practices to this acquisition.
  • Recommends contract language, selection criteria, and evaluation methods to ensure the Antarctic Science and Engineering Support contract furthers NSF goals related to improving diversity, equity, and
    inclusion in the U.S. Antarctic Program.
  • Liaises with the NSF Sexual Assault and Harassment Prevention and Response (SAHPR) Support
    Manager to align the acquisition with Agency-wide efforts to prevent and responds to sexual assault and
    harassment.
  • Performs other duties as assigned.

Qualifications

To qualify at the GS-14 level, you must have at least one year of specialized experience equivalent to the GS-13 level in the Federal service managing one or more complex programs. Examples of experience include: ensuring compliance to contracting laws and regulations with regard to the acquisition process; developing and implementing short-and long-term objectives; communicating with a variety of internal and external stakeholders on program progress and objectives; performing analysis and evaluation of program issues and risks and providing recommendations and mitigation strategies.

Experience refers to paid/unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) & other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, & skills & can provide valuable training/experience that translates directly to paid work. You will receive credit for all qualifying experience, including volunteer experience.

Education

Education may enhance skills required for this position; however, no substitution of education for specialized experience may be made at this level.

This position is in the bargaining unit represented by AFGE Local 3403.

This is a term appointment not to exceed 13 months. Term appointments are non-status, nonpermanent appointments of limited duration of more than 1 year, but not more than 4 years. Should the need warrant, term appointments may be extended without further competition up to a maximum of the 4-year limitation. The appointment to a term position does not confer eligibility for permanent employment.

Category rating procedures will be used to rank and select eligibles. Based on your responses to the occupational questionnaire, you will be assigned a score.
