As a Supervisory Auditor, Director for the Audit Support Division you will:

  • Develop OIG/Audit policies and procedures affecting operations worldwide. Prepare and publishes written guidance in the form of policy memoranda and operating handbooks.
  • Lead the development of AI&E's annual audit, inspection, and evaluation plan.
  • Coordinate with respective Offices of the Inspector General to develop coordinated annual plans and liaises with GAO on training and proposed and/or ongoing work.
  • Evaluate activities of all OIG/Audit offices and post locations to assure that professional standards are maintained, and operations are conducted efficiently and effectively.
  • Represent OIG on the Council of the Inspectors General on Integrity and Efficiency (CIGIE); attend meetings to formulate plans for Government-wide audits, make recommendations for community training, contribute to the publication of CIGIE's semiannual report and respond to numerous requests for information and data for various CIGIE activities and projects. Provide guidance to other IG offices to assure the implementation of IG policies and decisions.
  • Serve as a senior OIG representative in meetings and conferences with high-level USAID and other agency/government officials and outside interest groups. Additionally, the incumbent works with AI&E's AIG and Deputy AIGs, as well as high-level officials of other OIGs, as needed, in resolving issues and improving operations.
  • Review monthly operating reports submitted by OIG/Audit offices and other reports to assess progress and management action required.
  • Evaluate Audit's training needs and participate in the development of training programs of instruction. Work with Audit directors to ensure their staff have the necessary skills and abilities to meet quality standards. Recommend or prepare trainings or workshops, where appropriate, to address systemic issues or after the identification of gaps in staff or program operations.
  • Develop and oversee controls to ensure that auditors and analysts complete a minimum of 80 hours of training every 2 years consistent with Generally Accepted Government Auditing Standards (GAGAS) and USAID OIG policy.
  • Assist the Office of the Chief of Staff in preparing the Top Management Challenges report, semiannual reports on audit findings for submission by the Inspector General to Congress as required by statute.
  • Ensure timely performance and high-quality work within IG/AI&E/ASD; review work products of subordinates and accept, amend, or reject their work; sets priorities for work to be accomplished; assigns work based on priorities; selects staff for tasks with consideration for the difficulty and requirements of the assignment and the capabilities of the employee.
  • Evaluate the performance of subordinates and ensure that performance evaluations are completed by subordinate supervisors for the remainder of staff in a timely manner.
  • Perform other administrative and supervisory duties such as preparing budgets and other reports on office operations, giving advice, counsel or instructions to individual employees on both work and administrative matters; interviewing candidates for vacant positions; hearing and resolving complaints from employees; referring group grievances and more serious complaints to higher? level supervisors; effect minor disciplinary actions such as warnings or reprimands; recommend action in more serious cases; identify developmental and training needs of employees and provide or make provisions for such training.

Qualifications

Basic Requirements for Performance Auditors:
Degree: auditing; or a degree in a related field such as business administration, finance, public administration or accounting.
or
Combination of education and experience: at least 4 years of experience in Performance Auditing, or an equivalent combination of performance auditing experience, college-level education, and training that provided professional auditing knowledge. The applicant's background must also include one of the following:
A certificate as a Certified Internal Auditor or a Certified Public Accountant, obtained through written examination; or
Completion of the requirements for a degree that included substantial course work in auditing or accounting, e.g., 15 semester hours.

In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:

SPECIALIZED EXPERIENCE REQUIREMENTS: A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level (GS-14) in the Federal service. Specialized experience for this position is defined as:
(1) Oversight and Evaluation: Evaluating the activities of an OIG Office of Audit and post locations (or similar organization) to ensure adherence to professional standards and efficient and effective operations. This involves reviewing monthly operating reports and other documents to assess progress and required management actions.
(2) Audit Planning and Coordination: Leading the development of annual audit, inspection, and evaluation plan for an OIG Office of Audit (or similar organization).
(3) Policy Development: Developing Audit policies and procedures for global operations. This involves preparing and publishing written guidance in the form of policy memoranda and operating handbooks.
(4) Representation and Leadership: Serving as a senior organization representative in various high-level meetings with other agencies/government officials, and external interest groups.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience relevant to the position's duties to be filled, including volunteer experience.

Time-in-grade requirements must be met by the closing date. This means that you must have served at least 52 weeks at the next grade level (or equivalent) below the grade advertised on this vacancy announcement.
