Summary

This position is within the Office of Human Capital and Talent Management, Office of Workforce Planning, Policy, and Systems Management, Systems Management Team at the U.S. Agency for International Development (USAID).

The Systems Management Team is responsible for integrating and coordinating all areas of human capital information systems for the Agency's workforce. These systems must accommodate and support Civil Service and Foreign Service employees, as well as additional employee mechanisms.

  • Manages complex Human Resources Information Systems projects by coordinating, communicating, integrating, and monitoring the overall success of the HR technology projects, ensuring alignment with critical bureau and agency priorities.
  • Plans, designs, develops, modifies, and/or implements complex automated HR technology solutions involving innovative concepts. Serves as a HR technology Subject Matter Expert to the bureau and the agency.
  • Produces reports and statistical information for operational performance purposes and briefs to senior management officials on HR IT/business processes and technology functions.
  • Manages and monitors the integration of HR IT programs and services and troubleshoots solutions to integration issues. Configures and customizes reference tables and data with the HR systems.
  • Manages system agreements with vendors or shared service providers and provides training and guidance to employees who provide Tiers 1 and 2 support to the agency workforce. Manages system agreements with vendors or shared service providers.
  • Determining actions required to resolve current or potential problems in the areas of systems operation and report generation and initiating corrective action with appropriate staff.

Qualifications

Specialized Experience:

GS-12: You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-11 level in the Federal service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. Examples of qualifying specialized experience at the next lower level for this position include:
  1. Applying process improvement methodologies to assess HR systems for business process modernizations.
  2. Implementing automation support requirements or enhancements based on HR user needs.
  3. Developing project plans, tasks, milestone dates and schedules to ensure proper sequencing of events and tracking throughout the life cycle of the programs/projects.
  4. Providing technical expertise and supporting the maintenance, enhancement, and future development of tools on a Human Resources Service Delivery (HRSD) platform, such as ServiceNow.
GS-13: You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-12 level in the Federal service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. Examples of qualifying specialized experience at the next lower level for this position include:
  1. Developing and maintaining data models, dashboards, and reports to support data-driven decision making.
  2. Providing technical support and training to HR and management officials on the interoperability and operation of HRIS applications, such as; PeopleSoft, National Finance Center applications, USA Staffing, Electronic Official Personnel Folder (eOPF), Cornerstone.
  3. Analyzing HR systems in order to process and identify areas for improvement and recommending automation solutions.
  4. Serving as a Tier 3 support for complex IT system issues that occur and solving complex issues in the form of improved technology fixes and guiding impacted users throughout the resolution process.
  5. Translating functional requirements into technical requirements, and delivering and maintaining HR information systems and tools developed on the Human Resources Service Delivery (HRSD) platform such as ServiceNow.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience relevant to the position's duties to be filled, including volunteer experience.

CTAP/ICTAP candidates will be referred to the selecting official if they are found well qualified. Well-qualified means an eligible applicant with the knowledge, skills, and abilities that clearly exceed the position's minimum requirements.
