Summary

This is an OPEN CONTINUOUS ANNOUNCEMENT and will remain open until September 1 , 2023. The initial cut-off date for referral of eligible applications will be August 11, 2023. This announcement is being used to develop a non-competitive applicant pool for ACF's Digital Services Fellowship Program.

Digital Service at ACF uses technology and design to improve ACF's ability to promote the economic and social well-being of children, families, and communities.

We are seeking to fill the following positions with IT experts who have a deep understanding of the value of technology to improve the way that children, families, and communities access ACF services:
- Product managers;
- Designers;
- Engineers;
- Data scientists; and
- Digital service delivery experts.

Fellows will be hired into the 2210 series in the General Schedule at 11-15 grade levels, depending on their prior experience, educational level, and needs of the agency.

WHAT WE ARE LOOKING FOR

Basic Qualifications:

For all positions, individuals must have IT-related experience demonstrating each of the four competencies listed below.

  1. Attention to Detail - Is thorough when performing work and conscientious about attending to detail.
  2. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services.
  3. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.
  4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.

AND

Must have at least one-year of specialized experience, equivalent to the next lower grade level. Specialized experience is experience that has equipped the applicant with the particular competencies/knowledge, skills, and abilities to successfully perform the duties of the position and is typically in or related to the work of the position to be filled. Such experience is typically gained in the IT field or through the performance of work where the primary concern is IT.

In accordance with Office of Personnel Management policy, federal employees are assumed to have gained experience by performing duties and responsibilities appropriate for their official series and grade level as described in their position description. Experience that would not normally be part of the employee's position is creditable, however, when documented by satisfactory evidence, such as a signed memorandum from the employee's supervisor or an SF-50 or SF-52 documenting an official detail or other official assignment. The documentation must indicate whether the duties were performed full time or, if part time, the "percentage of times" the other duties were performed. Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to gain employment. You will receive credit for all qualifying experience, including volunteer experience. If such experience is on a part-time basis, you must provide the average number of hours worked per week as well as the beginning and ending dates of the experience so it can be fully credited.

Incentives may be authorized; however, this is contingent upon multiple factors, including funds availability. If authorized, certain incentives may require you to sign a service agreement to remain in the Federal government for a period of up to 3 years. 5 CFR 213.3102 (r) provides for excepted service time-limited appointments not to exceed 4 years. Initial Fellowship appointments are typically established for at least 13 months. Subsequent appointments may be longer, but no single appointment can last more than four (4) consecutive years. Service under a 5 CFR 213.3102 (r) appointment confers no rights to further Federal employment in either the competitive or excepted service upon expiration of the appointment. Fellows are not permitted to be non-competitively converted to another appointment within the Federal Government after their Schedule A(r) appointment ends.
