The Division of Innovation and Technology Ecosystems (ITE) builds and strengthens the U.S. innovation ecosystem by engaging a broad, diverse set of individuals and organizations in the Nation's research, innovation, and education enterprise, and accelerates use-inspired, solutions-oriented efforts that will result in breakthrough technologies and enhance U.S. competitiveness and security. ITE brings together teams of researchers, practitioners, and users, catalyzing iterative co-design/co-creation, leading to game-changing technologies and solutions, and paving the way for new, high-wage, good-quality jobs.

The Innovation Programs (IP) Section within ITE is specifically responsible for activities fostering innovation ecosystems regionally and nationally. For example, in collaboration with all NSF directorates and offices, the NSF Regional Innovation Engines (NSF Engines) program is cultivating new innovation ecosystems at the scale of individual communities and/or regions throughout the U.S., advancing use-inspired, solutions-oriented research and innovation in a range of technology areas as well as in a diverse set of national, societal, and geostrategic challenges of priority to the Administration and Congress (see Sec. 10387 of the CHIPS and Science Act). The NSF Engines bring together multiple disciplines, organizations, and sectors by balancing technical and geographic (i.e., local and regional challenges, capabilities, and perspectives) innovation; incentivizing partnerships between NSF, academia, industry, nonprofits, state and local governments, and venture capital; and serving as hubs for NSF's broader portfolios in their respective areas of focus. The IP Section also seeks to develop inclusive workforce-training pathways for the innovation-driven jobs of the future. For example, through the Experiential Learning for Emerging and Novel Technologies (ExLENT) program, ITE connects a highly diverse set of aspiring students and professionals interested in key technology areas with internship opportunities across the country, providing them with much-needed experience to pivot into these areas and land high-wage, good-quality jobs.

The IP Section Head serves as a member of the leadership team for the Directorate for Technology, Innovation and Partnerships (TIP), and as one of the Foundation's principal experts in regional innovation ecosystems as well as workforce development enabled by partnerships between government, industry, and non-profits. The incumbent provides leadership and direction for the IP Section, having managerial and oversight responsibilities for the effective use of Section resources in meeting organizational goals and objectives. This includes directing the activities of the Section; assessing the needs and trends in regional use-inspired research and innovation and workforce development; developing partnerships involving government, industry, and non-profits; implementing overall strategic planning; and policy setting. In addition, the incumbent supervises the IP Section program staff. The incumbent determines IP Section funding requirements, prepares and justifies budget estimates, balances program needs, allocates resources, oversees the evaluation of proposals and recommendations for awards and declinations, and represents NSF to relevant external groups.

Qualifications

EXCUTIVE CORE QUALIFICATIONS (ECQ): Unless you are currently under a career SES appointment, are eligible for reinstatement into SES, or have successfully completed a SES Candidate Development Program approved by OPM, you must submit written statements (narrative format) describing accomplishments that would satisfy the ECQs. Applicants who do not provide a narrative statement will only be considered for an IPA appointment, if applicable.

1. Leading Change. This core qualification involves the ability to bring about strategic change, both within and outside the organization, to meet organizational goals. Inherent in this ECQ is the ability to establish an organizational vision and to implement it in a continuously changing environment.

2. Leading People. This core qualification involves the ability to lead people toward meeting the organization's vision, mission, and goals. Inherent in this ECQ is the ability to provide an inclusive workplace that fosters the development of others, facilitates cooperation and teamwork, and supports constructive resolution of conflicts.

3. Results-Driven Leadership. This core qualification involves the ability to meet organizational goals and customer expectations. Inherent in this ECQ is the ability to make decisions that produce high-quality results by applying technical knowledge, analyzing problems, and calculating risks.

4. Business Acumen. This core qualification involves the ability to manage human, financial, and information resources strategically.

5. Building Coalitions. This core qualification involves the ability to build coalitions internally and with other Federal agencies, State and local governments, non-profit and private sector organizations, foreign governments, or international organizations to achieve common goals.

MANDATORY TECHNICAL QUALIFICATIONS (MTQs): All applicants must submit written statements (narrative format) of accomplishments that would satisfy the MTQs for this vacancy. You must address each MTQ separately.

1. Experience in catalyzing partnerships across sectors including government, academia, industry, nonprofits/philanthropic foundations, and/or venture capital, in support of the development and growth of use-inspired research and/or innovation.

2. Broad experience in workforce development and capacity building, including catalyzing partnerships to foster such opportunities for diverse learners and organizations at different stages.

3. Understanding of and demonstrated experience with use-inspired and translational research activities.

Desired
1. Advanced degree is preferred (i.e., Master's or higher) or demonstrated equivalent experience in industry, philanthropy, and/or academia, preferably in science and engineering disciplines and/or the innovation and economic development.

When responding to the MTQs and ECQs, you must clearly show that you possess the experience, knowledge, skills and ability to perform the duties of this position by submitting narrative responses in which you detail your experience in each of the ECQs and MTQs.

Your examples should be clear and emphasize your level of responsibilities, scope, and complexity of the programs managed and program accomplishments with results of your actions, policy initiatives and level of contacts.

Applicants who do not provide narrative statements addressing both the ECQ and MTQ qualifications will only be considered for an IPA assignment, if applicable.

Applicants currently serving under a career Senior Executive Service (SES) appointment, eligible for reinstatement into SES, or have successfully completed a SES Candidate Development Program (CDP) approved by OPM are not required to address the Executive Core Qualifications (ECQ); but a narrative statement for each of the Mandatory Technical Qualifications (MTQ) is required.

The Senior Executive Service (SES) covers managerial positions above GS-15 in the Federal Service. Persons appointed to the SES are eligible for health benefits, life insurance, social security, Federal retirement and thrift savings plan coverage, and participate in the Federal leave system. Competitive status is not required, veteran's preference does not apply and there are no grade restrictions.

The position may also be filled on an Intergovernmental Personnel Act (IPA) assignment basis. Under the provisions of the IPA, assignees remain on the payroll of his/her home institution and the institution continues to administer pay and benefits.
