Duties

Help

The incumbent is responsible for supervising a team of Auditors and Management Analysts in carrying out individual audits that make up the comprehensive audit program. The incumbent also plans, designs, and carries out assignments independently. Major supervisory duties include:

  • Develops detailed audit plans for the audits assigned by the Division Director that clearly define audit objectives, scope, and methodology.
  • Sets priorities and deadlines for the work to be accomplished, makes assignments based on established priorities, and ensures that work of the assigned staff is carried out in a timely and fully satisfactory manner. 
  • Reviews and comments on work papers prepared by the audit team, as well as the audit reports provided to ensure that findings and recommendations are objective, factual, and in conformance with overall report writing policies and standards of the Inspector General.
  • Develops proposals and recommendations for consideration by the Division Director on specific subject matter areas that should be covered in the Office of Audits, Middle East Region Operations Directorate or Contracts, Grants and Infrastructure Division audits and management reviews.
  • Provides continuous leadership for the conduct of assigned audits, and may, when possible, make on-site decisions in connection with specific problems and issues that may arise.
  • Ensures that audits, related system reviews and internal control assessments are performed with technical proficiency, in a timely manner, and in accordance with applicable professional accounting and audit standards.
  • Recommends the expansion or conclusion of an audit based on judgments regarding existing findings and the potential or lack for identifying other significant or greater problems.
  • Maintains effective relationships with staff members and officials of audited Department or USAGM entities.
  • Performs and directs follow-up audits and special studies, when required.
  • Assist the Division Director in performing work involved in various administrative and/or human resources-related areas.
  • Carries out the full range of the supervisory responsibilities expected of supervisors in the Federal government.

Qualifications

Applicants must meet all the required qualification requirements, including education, and any selective placement factors described below by the closing date of this announcement. If you are qualifying based on education OR if there are mandatory education requirements listed below, you MUST submit a copy of your college transcript with your application. NOTE: Applicants must meet time-in-grade and time after competitive appointment requirements, by the closing date of this announcement.

Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F.

Time-in-grade documentation: If you are applying for a higher grade and your SF-50 has an effective date within the past year, it may not clearly demonstrate you meet the one-year time-in-grade requirement. In such cases, you will need to provide an SF-50 which clearly demonstrates you meet the time-in-grade requirements (examples of appropriate SF-50s include Promotions, Within-grade Grade/Range Increases, and SF-50s with an effective date more than one year old).

All applicants MUST meet one of the basic qualification requirements described below for this position:

BASIC QUALIFICATION REQUIREMENTS:

  1. Degree: auditing; or a degree in a related field such as business administration, finance, public administration or accounting.  (OIG will also consider degrees in: economics, public policy, international relations, international affairs or political science)

    or

  2. Combination of education and experience: at least 4 years of experience in Performance Auditing, or an equivalent combination of performance auditing experience, college-level education, and training that provided professional auditing knowledge. The applicant's background must also include one of the following:

    1. A certificate as a Certified Internal Auditor or a Certified Public Accountant, obtained through written examination; or
    2. Completion of the requirements for a degree that included substantial course work in auditing or accounting, e.g., 15 semester hours.

Note: All applicants MUST submit transcripts as verification of educational requirement OR a certificate as a Certified Internal Auditor or a Certified Public Accountant, obtained through written examination as described under Combination of Education and Experience above by the closing date of this announcement. IN ADDITION to meeting one of the basic qualification requirements listed above, to qualify for this position the applicant MUST have at least 1-year of specialized experience that has equipped them with the particular knowledge, skills, and abilities to successfully perform the duties of the position. This experience is related to the work of the position and equivalent to at least the GS-13 level in the federal service. Specialized experience must be documented in your resume.

Qualifying specialized experience must demonstrate the following:

  • Experience in researching, planning, conducting, reporting, supervising and coordinating performance audits.
  • Experience in analysis of complex programs and operations to develop audit findings and recommendations for changes or improvements.
  • Experience in writing complex performance audit reports and presenting results to senior officials.
  • Experience in providing leadership, guidance, and feedback to assigned staff or team members that contribute to the successful completion of performance audit projects.

In addition, applicant's experience must also demonstrate that the candidate possesses the following qualities:

  • Ability to assign, review, and supervise the work of others;
  • Objectivity and fairness in judging people on their ability, and situations on the facts and circumstances;
  • Ability to adjust to change, work pressures, or difficult situations without undue stress;
  • Willingness to consider new ideas or divergent points of view; and
  • Capacity to "see the job through."

  • Ability to use professional judgment to appropriately apply to a variety of criteria and auditing standards to develop audit objectives, plans, and findings on agency-wide programs and activities.
  • Skills in organization, managing, and leadership to effectively manage and professionally develop auditors and management analysts in AUD.
  • Skills in critical thinking and a wide range of qualitative and quantitative methods required to analyze and improve programs and propose innovative solutions to deficiencies identified during audits.
  • Ability to communicate effectively verbally, to present briefings, lead meetings, provide training, and represent OIG internally and externally at functions or events.
  • Ability to communicate effectively in writing, to develop clear, concise, and accurate audit reports appropriate to the type of audience using the audit report.
  • Ability to perform personnel supervisory duties such as managing staff, performance appraisals, promotions, resources and training.
