Help

At the GS-11 level you will be responsible for:

  • Performing a variety of a wide range of budgetary duties and procedures which includes responsibility for the formulation, presentation, and execution of a portion of the budget for the assigned organization. Providing technical guidance and assistance to managers and other employees in formulating, developing, coordinating, and integrating budgetary and financial management requirements by providing forecasts, estimates and financial plans and justifications on an annual and/or interim schedule. Analyzing consolidated budget requests; preparing statements justifying funding requests for higher-level management and/or the Office of the Chief Financial Officer.
  • Monitoring the use and rate of expenditure of assigned budget accounts to ensure that funds and ceiling are not overspent and recommends the reprogramming of funds as necessary. Reviewing interim budget reports and/or other management directives for changes in requirements and supporting documentation; ensuring that all tables, schedules, justifications and forms are included with consolidated budget submissions and responses.
  • Preparing a variety of reports covering the status of funds, expenses, and obligations. Interpreting OCFO directives and circulars and recommends revised procedures in response to changes in agency policies and/or government regulations. Issuing implementing instructions when funding changes are required by legislative or regulatory order, and monitoring implementation of such changes for their effect on allowances. Reviewing the performance of budget activities to determine if discrepancies in operating budget plans exist, and recommending any remedial actions required. Developing budgetary procedures for administering allowances and implementing and/or monitoring internal financial controls for assigned budget activities.
  • Serving as a central point of contact for information regarding assigned budget activities and related program activities and assisting the supervisor in preparing responses to internal audit queries and reports. Serving as liaison between subordinate field activities and the organization's centralized budget organization to coordinate budget activities and provide technical assistance as required.

At the GS-12 level you will be responsible for:

  • Developing plans, procedures, and instructions for formulating and executing the budget. Reviewing budget requests to assure their consistency, accuracy, and adherence to instructions. Negotiating desired changes with program managers and budget and administrative staff. Preparing documents needed to process budget estimates, requests for supplemental appropriations, requests for deficiency apportionments, and allotments needed to finance new programs or program changes. Developing and coordinating budgetary actions in the phases of budget formulation and execution for assigned areas of responsibility.
  • Negotiating with program managers and budget and administrative staff to determine the amount and timing of funding and staffing allowances and recommending approval or disapproval of requests for funds. Monitoring the execution of a budget with many different sources and types of funding. Identifying and analyzing trends in the receipt, obligation, or expenditure of funds to assure that objectives of the annual financial plan are being met on a timely basis and that funds are available and being properly and effectively used to support program objectives.
  • Developing recommendations for budgetary adjustments to support unanticipated changes in program operations and/or funding. Preparing and documenting requests for increases or decreases in funds. Reviewing, approving, disapproving, or modifying requests for allotments of funds submitted by lower echelons. Providing advice on all aspects of the interpretation and application of agency guidelines for the budget execution process to program and budget officials of subordinate components within the organization.

This position has job functions that must be executed within a specific geographic location. The official duty station is a federal facility, leased space, or an alternative worksite (typically the employee’s home). Positions include routine telework and remote work arrangements that are geographically specific to: one of GSA's Regional Offices.

  • The duty station and work schedule will be determined upon selection and will be located within one of GSA's Regional Offices areas (Atlanta, GA, Fort Worth, TX, San Francisco, CA, New York, NY, Philadelphia, PA, Boston, MA, Tacoma, WA, Chicago, IL, Lakewood, CO, Washington, DC or Kansas City, MO.

The GS-11 salary range starts at $69,107.00 per year. The GS-12 salary range starts at $82,830.00 per year. If you are a new federal employee, your starting salary will likely be set at the Step 1 of the grade for which you are selected.  

To qualify for the GS-11, you must have at least one year of specialized experience equivalent to the GS-09 level or higher in the Federal service. OR PhD or equivalent doctoral degree OR 3 full years of progressively higher level graduate education leading to such a degree OR LL.M., if related. OR a combination of graduate level education and appropriate experience that together meet the qualification requirements of this position.

Specialized experience is performing budgetary duties and procedures which included program planning, analysis and administration of assigned budget activities. Such experience must have included assisting with the following:

  • Applying budgeting and financial management processes, policies, procedures, and regulations to formulate, justify, and monitor budget activities.
  • Analyzing and evaluating financial and budgetary relationships to develop recommendations for budgetary actions.
  • Preparing a variety of reports for management, such as status of funds, expenses, and obligations.

To qualify for the GS-12 level, you must have 1 year of specialized experience equivalent to at least the GS-11 level.

Specialized experience is experience performing a wide range of budgetary duties which included responsibility for the formulation, presentation, and execution of an organization’s annual operating budget. Such experience must include the following:

  • Applying budgeting and financial management processes, policies, procedures, and regulations to formulate, justify, and monitor budget activities.
  • Analyzing and evaluating financial and budgetary relationships to develop recommendations for budgetary actions.
  • Conducting financial analysis of accounting treatments.
  • Applying analytical and evaluative methods in order to assess the effectiveness and efficiency of program operations or functions.
  • Certifying the availability of funds, and ensuring proper financial controls are in place.

How you will be evaluated

You will be evaluated for this job based on how well you meet the qualifications above.

  • Comprehensive knowledge of agency and Federal budget processes, policies, procedures, and regulations to assure that budget estimates, projections, and submissions conform to requirements, guidelines, and financial objectives.
  • Knowledge of the organizational budget process to prepare narrative estimates and appropriations requests in accepted style and format.
  • Knowledge of the organization's plans, programs, organizational structure, and operations in order to relate program commitments, work processes, and accomplishments to budgetary obligations and expenditures, reprogramming actions, and adjustments in budget plans.
  • Skill in identifying quantitative budgetary and financial relationships between the agency's overall mission, the mission of specific programs, and the budget in order to apply analytical methods such as cost-benefit analysis, decision theory, planning-programming-budgeting and other quantitative techniques to the analysis of budgetary situations and problems.
  • Communicating budgetary information (written and oral).
  • Knowledge of financial systems.
