This position is located with the National Disaster Medical System (NDMS). NDMS supports state, local, tribal and territorial (SLTT) authorities following disasters and emergencies by supplementing health and medical systems and response capabilities. The HHS Office of the Administration for Strategic Preparedness and Response (ASPR), in its role as Coordinator of Emergency Support Function 8 (ESF-8), Public Health and Medical Services, of the National Response Framework, employs the NDMS to provide patientcare, patient movement, and definitive care, as well as veterinary services, and fatality management support when requested by authorities from states, localities, tribes and territories, or other federal departments. In a disease outbreak, they may provide mass prophylaxis. During a special event, they stand ready to serve in case of an emergency. But no matter what the specific mission is, NDMS teams provide expert patient care that protects individual health and promotes national health security.

Manage animal behavior and safe practices of small or large animal patients including working horses and dogs

Handle and physically restraint small or large animal patients

Complete small or large animal assessment, triage, first aid and medical and surgical stabilization

Treat of common emergency medical and surgical conditions in small or large animal patients

Administer chemical restraint, anesthesia, monitoring and recovery of large/small animal patients

Assist in or perform field euthanasia of small or large animal patients

Provide pharmacological best-practices to small or large animal patients

Maintain detailed medical records and documentation

May require the treatment of a combination of small and large animals when deployment consist
of mixed animals

Perform related work or other duties as required or assigned.

Qualifications


During deployments, the work is primarily related to readiness for and deployment for response during the aftermath of a disaster or public health emergency, where work may be field-based, in a tent environment that is remote and austere, caring for sick, injured, dying, or deceased persons. This work requires above average health, physical, and mental conditioning with routine long periods of repetitive walking, bending, lifting, and carrying, such as carrying NDMS equipment or heavy patients on litters. Incumbent must be capable of working in a high-stress, high security, remote, austere, and uncharacterized environment, void of infrastructure and vital services, requiring specific physical demands, such as the ability to lift 50 pounds, and work characteristics that must be met to successfully perform the essential functions of this job. For these reasons, employees are required to complete a physical and health screening process, meet and maintain certain physical standards, as well as mental, behavioral, and cognitive competencies. Work may be performed in an office setting or indoor and outdoor field sites, sometimes in adverse weather. During emergency situations, the work environment may be situated in austere conditions and environment in terms of destroyed infrastructure (e.g., food and water, housing, electricity, communications), the presence of endemic diseases, and limited health and sanitation facilities requiring special safety precautions.

BASIC REQUIREMENTS AT THE GS-13 GRADE LEVEL:

Degree:

  1. Doctor of Veterinary Medicine (DVM) or equivalent degree, i.e., Veterinary Medical Doctor (VMD), obtained at a school or college of veterinary medicine accredited by the American Veterinary Medical Association Council on Education (AVMA).   2. Graduates of foreign veterinary medical schools that are not accredited by the AVMA Council on Education must meet one of the following requirements:
a) Proof of certification of their final transcript by the Educational Commission for Foreign Veterinary Graduates (ECFVG); OR

b) Possession of a permanent, full, and unrestricted license to practice veterinary medicine in a State, District of Columbia, the Commonwealth of Puerto Rico, or a territory of the United States that includes successful completion of the North American Veterinary Licensing Examination (NAVLE) or its predecessors, the National Board Examination (NBE) and the Clinical Competency Test (CCT); OR

c) Proof that the education obtained in a foreign veterinary medical program is equivalent to that gained in a veterinary medical program that is accredited by the American Veterinary Medical Association Council on Education. An AVMA-accredited veterinary medical school or college must have accepted the final transcript from the foreign veterinary medical school at full value for placement into an advanced degree, postgraduate educational program, or training program (e.g., residency or graduate program).

AND

In addition, graduates of foreign veterinary medical programs must also provide proof of proficiency in the English language by successfully completing one of the nationally and internationally recognized examinations that incorporate assessments of reading, writing, listening, and speaking skills. Examples of examinations that assess mastery of the English language are shown below:

a) Test of English as a Foreign Language (TOEFL) - Minimum scores for the TOEFL are 560 for the paper-based version; 220 for the computer-based version; or overall score of 83 for the internet-based version (including 26 or higher in speaking, 26 or higher in listening, and 17 or higher in writing). For the computer-based and paper-based test versions, applicants must also complete the Test of Spoken English (TSE) and the Test of Written English (TWE). Minimum required scores are 55 for the TSE and 5.5 for the TWE;

b) Academic tests (listening, writing, and speaking) offered by the International English Language Testing System (IELTS). Applicants must achieve a minimum overall band score of 7.0, with at least 7.0 in speaking, 6.5 in listening, and 6.0 in writing; OR

c) Canadian Academic English Language Assessment (CAEL). Applicants must achieve a minimum overall band score of 70, with at least 60 in speaking, 60 in listening, and 50 in writing.

Graduates of foreign veterinary medical programs must submit test results with their application. Results of more than one test or testing session cannot be combined to meet the standard.

MINIMUM QUALIFICATIONS AT THE GS-13 GRADE LEVEL:

EXPERIENCE: Applicants must have one year of specialized experience (equivalent to the GS-12 level) that may have been obtained in the private or public (local, county, state, Federal) sectors: treating common emergency medical and surgical conditions in small or large animals (examples may include lacerations and puncture wounds, lameness, ocular trauma, penetrating foreign objects, hypothermia and hyperthermia, burns/smoke inhalation injuries, and colic) and performing small or large animal euthanasia.

OR

EDUCATION: Successful completion of a PhD degree in an area of specialization including, but not limited to: animal science, avian medicine, food safety, infectious diseases, veterinary clinical sciences, pathobiology, biomedical sciences, veterinary anatomy, veterinary preventive medicine, comparative biological sciences, epidemiology, veterinary parasitology, molecular veterinary biosciences, public health, microbiology, pathology, immunology, laboratory animal medicine, toxicology, wildlife, zoological animal medicine, or other sciences related to the work of a veterinary medical officer position.

TRANSCRIPTS are required. All applicants must submit a copy of their Ph.D transcripts in any of the above specialties or related sciences to be considered for this position.

OR

RESIDENCY/POST GRADUATE TRAINING PROGRAM: Successful completion of three years of an internship, residency program, or fellowship training program in a discipline related to the position.

BOARD CERTIFICATION: Possess a specialty board certification that is recognized by the American Board of Veterinary Specialties (ABVS) of the American Veterinary Medical Association (AVMA) certify eligible candidates as specialists in specific veterinary medical fields.

Such specialties may include, but are not limited to, veterinary toxicology, laboratory animal medicine, poultry veterinary medicine, theriogenology, veterinary anesthesiology, veterinary behaviorists, veterinary clinical pharmacology, veterinary dermatology, veterinary emergency and critical care, veterinary internal medicine, veterinary microbiology, veterinary nutrition, veterinary ophthalmology, veterinary pathology, veterinary preventive medicine, veterinary radiology, veterinary medicine, and veterinary dentistry.

Education

To qualify at the GS -13 grade levels on the basis of education, applicants must successfully complete relevant graduate study or a dual DVM/graduate degree at an accredited college or school, in addition to completing the Doctor of Veterinary Medicine or an equivalent degree and possess a Ph.D in any of the above veterinarian specialties or related sciences.

Additional information

NDMS does NOT allow DUAL FEDERAL EMPLOYMENT which applies to current full-time federal employees. (This does not apply to contractors for the federal government).

NDMS intermittent employees serve on a rotational on-call schedule and deploy as intermittent federal employees when ASPR activates them in a declared federal emergency response or as part of a national special security event. A response mission is typically up to 14 days with a possibility of a short extension, based on the mission. Team members must be committed to staying at the disaster site for up to two weeks.

Employees must be capable of review and approval by a standardized systematic Credentialing and Privileging process. If credentials and privileges are not obtained or maintained during employment, the employee will be subject to adverse actions, up to and including, removal from Federal service. If required, applicants must be able to fulfill credentialing requirements and obtain and maintain appropriate/relevant clinical privileges.

Extended and frequent travel may be required and will be governed by the need for the incumbent to fully cover all emergency preparedness responsibilities (i.e. disasters, meetings, exercises, etc.). This travel may depend upon the number and type of events or emergencies that may occur.
