For the GS-510-15:

The OCFO is responsible for the financial leadership of the Department and upholding strong financial management and accountability. OCFO delivers timely, accurate, and reliable financial information to decision makers through efficient and effective financial systems and business processes, fosters effective stewardship of public funds, and safeguards fiscal integrity through effective internal controls.

  • Provide leadership to DOL agencies on financial management matters and represent the OCFO and Departmental management in meetings and conferences with internal and external stakeholders.
  • Perform supervisory duties to include: interview candidates for positions, plan work to be accomplished by subordinates, performance management, ensure program accomplishments are within budget allocations, and ensure supervisory compliance with regulatory requirements such as Diversity and EEO, internal management controls, Merit Systems Principles, etc.
  • Ensure Departmental compliance with the requirements of the Chief Financial Officer's Act (CFOA) and related Federal statutes.
  • Promulgate departmental accounting policy, oversee the financial aspects of the Government Performance and Results Act (GPRA), maintain the Standard General Ledger (SGL) for the Department, and maintain automated interfaces between agency level systems and the departmental Core accounting system.
  • Ensure that budget execution structures and reports are relevant to financial management; provide for the integration of accounting, budget, and financial data consistently and meaningfully.
  • Review interim and year-end Treasury reports.
  • Manage the preparation of annual financial statements, and conduct coordination and liaison with OIG during the audit of those statements.
  • Timely and accurately prepare of the annual CFO's Report, the financial management component of the Secretary's annual report, the annual Federal Managers' Financial Improvement Act (FMFIA) report of the Secretary, high risk reports for OMB, the semi-annual management reports required by the Debt Collection Act, the Prompt Payment Act, and related Federal statutes, regulations and requirements, and such other financial analyses and reports as required.
  • Develop, prescribe, monitor, and maintain policies, standards, guidelines, controls, and procedures for financial systems development.
  • Manage a program of internal control to assure the protection of departmental resources from fraud, waste, or abuse.
  • Manage a program that direct, and coordinate actions taken related to audit activities, including entrance and closing conferences, resolution and closure of findings and recommendations, development of action plans and other actions necessary to assure a mutually supportive relationship with the OIG.

Qualifications

Individual Occupational Requirements for the 0510 series: This position has a positive education requirement. You MUST submit transcripts for consideration. The absence of this information will result in an ineligible rating. To qualify for this position, you must meet one of the basic requirements described below:

  1. Degree: accounting; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. (The term "accounting" means "accounting and/or auditing" in this standard. Similarly, "accountant" should be interpreted, generally, as "accountant and/or auditor.")

    or

  2. Combination of education and experience: at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include one of the following:
    1. Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law;
    2. A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; or
    3. Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements.

Specialized Experience: In addition to meeting the basic requirement, applicants must have 52 weeks of specialized experience equivalent to at least the next lower grade level, GS-14 in the Federal Service. Specialized Experience is the experience that equipped the applicant with the particular knowledge, skills, and abilities (KSA's) to perform the duties of the position successfully, and that is typically in or related to the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level.

Specialized experience is defined as all of the following:

1) Providing oversight of and leading day-to-day operational accounting activities to include training lower-level staff, recommending corrective actions, providing expert advice to senior-levels, and/or developing guidelines for preparing financial products; and

2) Developing management strategies, policies, procedures, and practices related to financial operations to improve the overall financial management of an organization; and

3) Determining financial management information and operational needs, making recommendations, improvements, and monitoring financial systems and programs; and

4) Demonstrating extensive experience (subject matter expert) with the U.S. Standard General Ledger (USSGL) chart of accounts and transactions codes, specifically with prior year adjustment and reimbursable posting logic, and analysis of transactions to determine if the proper general ledger effect is in compliance with the USSGL and all other applicable laws and regulations; and

5) Utilizing accounting theories and practices to resolve complex problems where no clear precedents exist.

Education

There is no substitution of education for specialized experience at the GS-15 grade level.

Section 2638.103 of Title 5 of the CFR states: Every supervisor in the executive branch has a heightened personal responsibility for advancing government ethics. It is imperative that supervisors serve as models of ethical behavior for subordinates. Supervisors have a responsibility to help ensure that subordinates are aware of their ethical obligations under the Standards of Conduct and that subordinates know how to contact agency ethics officials. Supervisors are also responsible for working with agency ethics officials to help resolve conflicts of interests and enforce government ethics laws and regulations, including those requiring certain employees to file financial disclosure reports. In addition, supervisors are responsible, when requested, for assisting agency ethics officials in evaluating potential conflicts of interest and identifying positions subject to financial disclosure requirements.

Supervisory Financial Disclosure (If applicable): This position is subject to the confidential financial disclosure requirements of the Ethics in Government Act of 1978 (P.L. 95-521). Therefore, if selected, you will be required to complete a Confidential Financial Disclosure Report (OGE Form 450) to determine if a conflict or an appearance of a conflict exists between your financial interest(s) and your prospective position with DOL. This information will be required annually.
