As a Supervisory IT Specialist at GS-2210-15, some of your typical work assignments may include, but are not limited to, the following:

  • Serves as a recognized authority and advisor to executive leadership across USDA as well as senior executives, and staff at all levels within the Office of the Chief Information Officer around improving the user experience of technology products and services.
  • Partners with stakeholders, colleagues, project leads, directors, and internal and external customers.
  • Provides sound technical advice, leadership, and direction on all system analysis, customer experience, and human centered design-related issues for the betterment of the customer.
  • Evaluates a range of qualitative and quantitative metrics around user experience, information architecture, interaction design, interface design, content strategy, change management, product design, organizational design, and service design to inform iterative development and strategy decisions in order to ensure the right product, software as a service (SaaS) platform, or service is being built.
  • Serves as immediate supervisor of a highly technical program and employees involving the development of major IT aspects of key agency and programs with national significance.

Qualifications

TIME-IN-GRADE REQUIREMENTS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-14 level is required to meet the time-in-grade requirements for the GS-15 level. (Please submit your SF-50 that shows Time-in-Grade eligibility and reflects your title, series, and grade. No Award or General Adjustment SF-50's will be accepted). BASIC REQUIREMENTS: Must have information technology related experience that demonstrates possession of each of the four required competencies. ATTENTION TO DETAIL: I am thorough when performing work and conscientious about attending to detail. In addition to meeting one of the Basic Requirements listed above, applicants must meet the following Minimum Qualifications Requirement in order to be considered:

MINIMUM QUALIFICATIONS: To be considered minimally qualified for this position, you must demonstrate that you have the education and/or experience required for the grade level(s) to which you apply.

GS-15: Must possess one (1) year of specialized experience equivalent to at least the GS-14 level; or its non- Federal equivalent that included experience: Analyzing a broad IT marketplace/customer environment and use that information to create IT services to meet the customer's business requirements; managing a Division which provides for the full lifecycle development and maintenance of SaaS applications to agencies, and other organizations as specified in reimbursable agreements; managing/directing functions that support DevSecOps best practices; managing IT projects/programs; producing complex analyses and written reports; ensuring work is completed properly within scope, schedule, and budget constraints; subscribing to the Agile methodology; monitoring vendor performance; providing technical expertise in support of security, accessibility, privacy, and IT acquisitions; human centered design; client relationship management; knowledgeable on Cloud SaaS Platforms, cloud acquisition management, and cloud migration; and implementing DevSecOps best practices.

This position is open to Competitive Merit Promotion, Non-Competitive, and Special Hiring Authority eligibles. You must meet the requirements for one of the below categories to be eligible.

1. A current permanent competitive service employee; former Federal employee who achieved career status in the competitive service; or former Federal employee who served on a career conditional appointment without achieving career status in the competitive service who was separated less than three years ago. You must submit an SF-50 that reflects career or career-conditional (Tenure field is 1 or 2); AND status in the competitive service (Position Occupied field is 1).
