Summary

As an Environmental Protection Specialist, you will develop and implement regional policies and procedures as well as Federal, State, and local regulatory compliance requirements governing the Regional Stormwater Program. 

Location: General Services Administration (GSA), National Capital Region (NCR), Public Buildings Service (PBS), Office of Facilities Management (OFM).

Duties

Help

  • Regulatory Compliance Support for SWM Best Management Practices (BMPs) currently installed on sites and in facilities. Supports GSA staff across all business lines to bring and keep all stormwater BMPs in line with regulatory requirements by: Integrating new inspection and maintenance requirement language into O&M contracts and management systems. Inspecting all BMPs annually. Assisting in the development of scopes and cost estimates for the maintenance and repair of BMPs.
  • Technical Project and Facility Support for new stormwater BMPs and other controls on sites and in facilities. Provides technical support to applicable GSA business lines by: Helping to oversee the proper installation, maintenance and removal of erosion and sediment controls. Helping to oversee the proper construction of BMPs and their transition from construction into long-term maintenance. Supporting the development of site commissioning programs.
  • Technical Training and Certification. Provides training and staff certification support by: Developing, scheduling and conducting technical trainings for a range of GSA business line audiences with a range of regulatory responsibilities. Organizing vendor trainings on the operation and maintenance of BMPs. Overseeing the certification of key personnel on topics pertaining to their responsibilities.
  • Work Approach and Organization. Embodies a self-starter approach and is highly organized, as work to move tasks forward independently plays out. This is demonstrated by: Figuring out what to do next among many competing priorities and anticipating needs. Demonstrating skill in interpersonal relations and in written and oral communications required to explain and negotiate requirements and/or implement program initiatives. Possessing the ability to present findings and conduct formal meetings in a concise and professional manner.

The GS-12 salary range starts at $94,199 per year.  

If you are a new federal employee, your starting salary will likely be set at the Step 1 of the grade for which you are selected.  

To qualify, you must have at least one year of specialized experience equivalent to the GS-11 level or higher in the Federal service. 

Specialized experience is experience in the design and proper construction and maintenance of erosion and sediment controls and stormwater Best Management Practices as well as in performing site inspections under a variety of site circumstances and conditions; experience interpreting and applying stormwater-regulatory compliance requirements in the DC region(District of Columbia, Maryland, and Virginia),  as well as the US EPA Chesapeake Bay Program’s federal requirements; experience in creating and presenting trainings for a variety of audiences.

How you will be evaluated

You will be evaluated for this job based on how well you meet the qualifications above.

You will be evaluated on the questions you answer during the application process, which will measure your overall possession of the following competencies or knowledge, skills, and abilities.  Your responses to these questions must be supported by your resume or your score may be lowered.

Knowledge of applicable local, state, and federal stormwater regulatory requirements (DC, MD, VA, Federal EPA) and ability to integrate language into maintenance contracts and management systems, perform BMP maintenance inspections and oversee annual regulatory reporting.

Knowledge of BMP and erosion and sediment control designs, installation and maintenance.

Ability to determine which types of stormwater information are needed by different stakeholder audiences and ability to develop and present succinct and effective training presentations that incorporates that information.

Ability to develop organizational tools used for tracking and prioritizing a large and diverse array of programmatic elements.
